Okay, to construct what I consider a proper mana base, do the following:

1. count the number of mana symbols in each color. As an example lets use the following totals: 6 Red, 10 Black, and 2 Blue.
2. Add the total numbers of mana symbols together to get a total. Using the above example you would get the following figure: 18 total mana symbols.
3. Determine how many slots you can devote to both Dual, Tri, and Mono colored lands. Fetch Lands count as Dual Lands. Say for example I have 17 slots

This match report is from an MWS match. I was playing Malfegor, and my opponent was playing Rafiq of the Many. These were both EDH decks. To say the least I was not thrilled to be playing a Rafiq deck. That is one of the so called best decks in the format. We played 2 games, however the first game we got like 4 turns into it, and I determined that I was so mana screwed that I couldn't go on.
