Balance - 6/10 For ten mana, I expect a creature to be able to finish a game within 2-3 turns. This does it, but not very well. Also, the sabateur trigger seems really wierd for a creature with trample. Why not trigger on combat damage to a player?
FCQ - 6/10 It's a leviathan. It smashes things from underwater. However, Islandhome is an obsolete keyword, I realize you used it to save space, but it no longer has rules support to be used. Also, whose choice does the type of the land change to?
Total - 16.75
Meteor Impact
Bonus - 5/5 Quite nice.
Balance - 6/10 As a 10-mana wrath variant, this seems like it'd be a limited only novelty. Though it would be amusing to see someone rip one of these turn 6-ish with Signets. Five damage seems small, though. I mean we just had Shivan Meteor which deals 13 for half the cost.
FCQ - 6/10 With the way it's worded, seems like you want it to be an Enchantment with the damage and counter part as a CIP trigger, rather than a sorcery. Also, your wording's off. It should be "Meteor Impact deals 5 damage to each creature and player." I think there's also a more elegant way to word the Dust Counter part, but I'm not sure.
Total - 17/25
Bonus 5/5 - Met all round requirements.
Balance 9/10 - As it does cost 10 and can block whomever he wants and not die. Saving you from near death in a flash and swing the next turn for 6, without worry of leaving oneself open to attacks. Well, worth the ten mana.
F/C/Q 6/10 - Artwork is great. A little cartoonish, but good. The wording is a little confusing. This clause "Whenever Hem blocks a creature, it gets +0/+1 for each attacking creature until end of turn." A little fuzzy as to who gets the toughness boost. I know the card probably meant for Hem to get the boost and you may say why would you give the other creature a toughness boost, but I don't know. It just wasn't specific enough and it sounds like "Whenever Hem blocks a creature, it gets +0/+1...."it seems to refer to creature because it was the last noun referenced. Samurai, Flash, Vigilance, Block any number of creatures. Seems like an Ancient Asian Avatar of Hope.One last point. All samurai get Bushido of at least 1. All. 20/25
Bonus 5/5 - Met all round requirements.
Balance 8/10 - Now, this reminded me of Storm Herd, yet Storm Herd you can usually only use once. Most times you only need to Storm Herd once and swing in for the win. This treefolk legend enables you to hypothetically and why would you not want to make 10 saproling tokens. 10 1/1's and a 5/7 beating down your throat. Not only that, but you can save him from mass removal. Then, do this all all over again. Though it costs ten mana, I am sure you can find a way for green to find enough mana. Definately what I want to see in a 10 spot......a game winner.
F/C/Q 8/10 - Nothing really wrong. I like the flavor text. Wording is fine. The artwork doesn't do it for me. It is a fine piece and I like the people gathered on the Giant tree, but I think you could have found better for a legendary bad ass. 21/25

Bonus (4/4):
Art (1/1): I identify that as a D&D blue dragon. But the environment and physical actions of the dragon look Red-Green.
Balance (6/10): It's rather weak. The lure ability is rendered slightly lesser by the flying ability. The Lure ability is also a slight drawback it seems as you would want to smash face with a 6/6 or especially a 10/10. The anti-provoke all but negates the drawback. In a sense, the lure ability is lingering there as a minor annoyance. If I ever pay 10 mana for a card, I expect to win. This card does not have haste to swing the turn it appears, it does not have any form of protection to resist removal, and it takes 2-4 turns to kill the opponent. In addition, triggering bloodthirst may require some mana on your part for a burn spell or a near-suicidal attack this late in the game. Storm Herd costs 10 mana and performs a "I win next turn" function. Apician, the Insatiable has a drawback despite costing 10 mana. A Darksteel Colossus costs 1 more mana and does so much more. Even as a reanimation creature, there are much better targets out there such as creatures with haste. In addition, reanimation generally may not work with bloodtist creatures.
Quality (3/3): No wording errors.
Flavor (0.5/2): It's a big legendary dragon with little special to it. It's a Rorix-like legend. The name sounds dragonlike, however. Nevertheless, I cannot see why this creature is 'insatiable'.
Flavor Text (0/1): It even has room for flavor text. In addition, it's a legend.
Creativity (2/4): It's a green and red large creature with green (lure and bloodthirst) and red (dragon and bloodthirst and anti-provoke) abilities tacked on. The abilities even work against one another ruining synergy. It's really not much new. TOTAL - 16.50

Art (1/1): Art looks very nice.
Balance (9/10): It's a card that costs less for an event that you do not want. It's too expensive to be played early on. It costs more than, and does less than, Living Death. It is in effect a very nicely balanced card. The card is mana intensive enough that it would belong only in a White-Black or monocolor deck where reanimation only exists.
Quality (3/3): No problems.
Flavor (1/2): The Orzhov would certainly animate their dead for aid. Split second on a sorcery is awkward and has never been done before due to flavorful awkwardness.
Flavor Text (0.75/1): It's a very cliche line for a reanimation spell. The "You are dead but I can still use your help"-like line has been used countless times. I like the name "Skivvikus", however.
Creativity (1/4): If Debtor's Knell, the only other rare, didn't have such a similar ability, you would have scored higher. In a sense, your card does what Knell does, only all at once. TOTAL - 19.75

Balance: 6/10 - It's difficult to balance a card that costs 10 mana, but the effect better be something pretty special. This is not that effect. Sure, it's big, but it's not 10 mana big. Either one of two things will happen: You target your opponent with a vanilla 1/1, in which case he usually won't play creatures until he can deal with the enchantment; or you target yourself, in which case you will also need to pay your beefy creature as well. At which time the game is usually over. Seems a bit too expensive for what it actually does.
F/C/Q - 7.5/10
F: Flavor text is funny, art is a little contrived.
C: Mass shapeshifting.
Q: This card is screaming for Imprint. It would make the card much cleaner.

To me, there's something wrong with how this is worded, but not majorly. I would have put it "Deals damage equal to its toughness to target attacking or blocking creature", but I may be in the wrong here. I didn't count off for that, though...I just didn't feel anything "special" with this card. It would truly be annoying in a UW control deck, due to its ability to evade kill effects, though. Total: 19.5/25.

A 9/9 scary flier with a negligible echo cost (after all, if you can cast it, you can probably pay the echo with no issues) that kills basically any nonwhite creature in Magic for three extra mana? I don't think so. Oh, it kills it TWICE. Reanimate this guy for most of a Shivan Meteor to two creature's faces for half the cost. F/C/Q: 6/10. I REALLY don't like the card name. The art is fine, and though it reminds me of Oros, the Avenger (dealing damage to nonwhite creatures) it's got its own charm. Total: 16/25.

Balance: 8/10 – Removing half of a player's library by choice makes me squirm with how abused this mechanic could be. The cost seems to fit it, as this will usually win you the game if it hits the table – most of the threats in your opponent's library will be removed.
F/C/Q - 9/10
F: Quite good. I like the connection between 'unliven memories' and the library.
C: New and innovative. Mass library milling effects that you get to choose are quite new to me.
Q: No issues here.

Bonus: 5/5 – No issues here.
Balance: 8/10 – Usually you're going to be playing this for about 5-6 mana in a white deck, perhaps a little less. At that cost, it seems quite good, as nothing you control can die. You have balanced this, however, by leaving it open to other removal such as bounce and -/-/ effects. Decently balanced.
F/C/Q – 8/10
F: The flavour text confuses me in its current form. I know what you're trying to say, but how you word it makes it confusing to read; leaving the reader having to go over it again to confirm its meanings.
I do like the sanctuary tie-in with damage protection.
C: Nothing really new. A sort of Convoke which isn't new. Angels which protect.
Q: No issues here.

Bonus - First three points. Nice art, though that stray pigeon there sort of distracts the viewer from the main theme of the card. 4.5/5
Balance - As always, mass resurrection is always abusable. At 10 mana, however, this would seem like a nice cost for it. Might be playable in Limited too, good for bringing back everything late game, after a long war of attrition. 8/10
FCQ - F: The name itself is powerful, it fits the abilities excellently, and the flavor text oozes coolness. C: I don't think I've ever seen resurrection of this scale. Q: 'Coronation', 'permanents', 'among'. 8.5/10

Bonus - First two out of three points (no three-colored-mana cost). While I appreciateart of your own, frankly there isn't much originality as they're all straight copies of existing art (Brainstorm, Ancestral Recall, Braingeyser). Half a point for the effort though. 4.5/5
Balance - OK, I'm not exactly sure what are you trying to do, but I guess with this you could play any spell as long as it's not removed from the game. Disregarding potential rules problems, this card allows you to play an instant or sorcery as many times as you want, since they hang around in the graveyard after you play it, allowing you to play it again. This is resurrection of a bigger scale than Whispered Thunder's card. 8UU seems like a good cost to pay for it, but... at the mere cost of one turn and you could have this in play on turn 3? It might as well read 'You win the game.' 2/10
Effectively a Hinged version of Richard Garfield, Ph.D. that only applies to instants and sorceries. While the effect is greatly limited, ten mana seems to be too much on one hand, while the suspend cost seems too cheap. Nevertheless, this could spawn some interesting decks. 6/10
FCQ - F: Well, omniscient alright. Looks good, but nothing out of the ordinary. C: Nice try in legalizing silver-bordered cards. Q: The first time I read your card, I thought "the same mana cost as what?" Too many 'and's and 'or's in the first sentence clutter up the wording, though unfortunately that's probably the simplest way to word it.
5/5 - No problems. Particularily like the dove.
7.5/10 - I'm thinking this is pretty accurately costed. Dawn Elemental is a 4/4 Flyer for 4, that self protects. The price in creatures you're gonna pay for playing this is heavy and its very much a win more card. That said this isn't going to breaking any metagames, although it could prove to be the gamebreaker in a Aggro v. Aggro mirror. Flash might have made this card just that bit more competitive.
7.5/10 - You're not winning any originality points for a universal Dawn Elemental. That said the concept is nice, and the flavour text is good. That said I think taking out the 'if' would make the text that much better. "Her voice brings something better: salvation" just seems stronger in my mind.

5/5 - I'm not a big fan of Word of Command-esque art. And would have liked to see more detail, but the grittiness I've seen in recent black 'power-cards' seems to fit.
9.5/10 - I'm not really sure what to think of this card. For 10 mana you can basically win the game. Or make it really difficult for the opponent to do anything. I don't even know what deck would be able to play this. Or how, but it is sure to be played. And if this was in a set I'm sure that Wizards would preview it on their site. However, with that said, it's difficult to assess whether this is accurately costed. Tooth and Nail creates card advantage, this creates virtual card advantage. Historically, and currently Wizards has been leniant on cards that create virtual card advantage. This card doesn't effect board position at all and because of that I think it's relitively well costed. It's still extrordinarily powerful.
6/10 - I don't like the flavor text, the word choice is awkward and it seems stilted. This is a suped up Traumatize so you're not winning anypoints there. The wording is fine, the name believable although I would have liked to see a better correlation between flavour text and the name.

Bonus - 4.75/5 Looks more like a dragon than a leviathan, but meh.
Balance - 6/10 For ten mana, I expect a creature to be able to finish a game within 2-3 turns. This does it, but not very well. Also, the sabateur trigger seems really wierd for a creature with trample. Why not trigger on combat damage to a player?
FCQ - 6/10 It's a leviathan. It smashes things from underwater. However, Islandhome is an obsolete keyword, I realize you used it to save space, but it no longer has rules support to be used. Also, whose choice does the type of the land change to?

Bonus - 5/5 Quite nice.
Balance - 6/10 As a 10-mana wrath variant, this seems like it'd be a limited only novelty. Though it would be amusing to see someone rip one of these turn 6-ish with Signets. Five damage seems small, though. I mean we just had Shivan Meteor which deals 13 for half the cost.
FCQ - 6/10 With the way it's worded, seems like you want it to be an Enchantment with the damage and counter part as a CIP trigger, rather than a sorcery. Also, your wording's off. It should be "Meteor Impact deals 5 damage to each creature and player." I think there's also a more elegant way to word the Dust Counter part, but I'm not sure.

Balance 9/10 - As it does cost 10 and can block whomever he wants and not die. Saving you from near death in a flash and swing the next turn for 6, without worry of leaving oneself open to attacks. Well, worth the ten mana.
F/C/Q 6/10 - Artwork is great. A little cartoonish, but good. The wording is a little confusing. This clause "Whenever Hem blocks a creature, it gets +0/+1 for each attacking creature until end of turn." A little fuzzy as to who gets the toughness boost. I know the card probably meant for Hem to get the boost and you may say why would you give the other creature a toughness boost, but I don't know. It just wasn't specific enough and it sounds like "Whenever Hem blocks a creature, it gets +0/+1...."it seems to refer to creature because it was the last noun referenced. Samurai, Flash, Vigilance, Block any number of creatures. Seems like an Ancient Asian Avatar of Hope.One last point. All samurai get Bushido of at least 1. All.

Balance 8/10 - Now, this reminded me of Storm Herd, yet Storm Herd you can usually only use once. Most times you only need to Storm Herd once and swing in for the win. This treefolk legend enables you to hypothetically and why would you not want to make 10 saproling tokens. 10 1/1's and a 5/7 beating down your throat. Not only that, but you can save him from mass removal. Then, do this all all over again. Though it costs ten mana, I am sure you can find a way for green to find enough mana. Definately what I want to see in a 10 spot......a game winner.
F/C/Q 8/10 - Nothing really wrong. I like the flavor text. Wording is fine. The artwork doesn't do it for me. It is a fine piece and I like the people gathered on the Giant tree, but I think you could have found better for a legendary bad ass.

Art (1/1): I identify that as a D&D blue dragon. But the environment and physical actions of the dragon look Red-Green.
Balance (6/10): It's rather weak. The lure ability is rendered slightly lesser by the flying ability. The Lure ability is also a slight drawback it seems as you would want to smash face with a 6/6 or especially a 10/10. The anti-provoke all but negates the drawback. In a sense, the lure ability is lingering there as a minor annoyance. If I ever pay 10 mana for a card, I expect to win. This card does not have haste to swing the turn it appears, it does not have any form of protection to resist removal, and it takes 2-4 turns to kill the opponent. In addition, triggering bloodthirst may require some mana on your part for a burn spell or a near-suicidal attack this late in the game. Storm Herd costs 10 mana and performs a "I win next turn" function. Apician, the Insatiable has a drawback despite costing 10 mana. A Darksteel Colossus costs 1 more mana and does so much more. Even as a reanimation creature, there are much better targets out there such as creatures with haste. In addition, reanimation generally may not work with bloodtist creatures.
Quality (3/3): No wording errors.
Flavor (0.5/2): It's a big legendary dragon with little special to it. It's a Rorix-like legend. The name sounds dragonlike, however. Nevertheless, I cannot see why this creature is 'insatiable'.
Flavor Text (0/1): It even has room for flavor text. In addition, it's a legend.
Creativity (2/4): It's a green and red large creature with green (lure and bloodthirst) and red (dragon and bloodthirst and anti-provoke) abilities tacked on. The abilities even work against one another ruining synergy. It's really not much new.

Art (1/1): Art looks very nice.
Balance (9/10): It's a card that costs less for an event that you do not want. It's too expensive to be played early on. It costs more than, and does less than, Living Death. It is in effect a very nicely balanced card. The card is mana intensive enough that it would belong only in a White-Black or monocolor deck where reanimation only exists.
Quality (3/3): No problems.
Flavor (1/2): The Orzhov would certainly animate their dead for aid. Split second on a sorcery is awkward and has never been done before due to flavorful awkwardness.
Flavor Text (0.75/1): It's a very cliche line for a reanimation spell. The "You are dead but I can still use your help"-like line has been used countless times. I like the name "Skivvikus", however.
Creativity (1/4): If Debtor's Knell, the only other rare, didn't have such a similar ability, you would have scored higher. In a sense, your card does what Knell does, only all at once.

Balance: 6/10 - It's difficult to balance a card that costs 10 mana, but the effect better be something pretty special. This is not that effect. Sure, it's big, but it's not 10 mana big. Either one of two things will happen: You target your opponent with a vanilla 1/1, in which case he usually won't play creatures until he can deal with the enchantment; or you target yourself, in which case you will also need to pay your beefy creature as well. At which time the game is usually over. Seems a bit too expensive for what it actually does.
F/C/Q - 7.5/10
F: Flavor text is funny, art is a little contrived.
C: Mass shapeshifting.
Q: This card is screaming for Imprint. It would make the card much cleaner.

F/C/Q: 7/10. To me, there's something wrong with how this is worded, but not majorly. I would have put it "Deals damage equal to its toughness to target attacking or blocking creature", but I may be in the wrong here. I didn't count off for that, though...I just didn't feel anything "special" with this card. It would truly be annoying in a UW control deck, due to its ability to evade kill effects, though.

Bonus: 5/5. Everything's there, and I think I've seen that art before on some book or another...
Balance: 5/10. A 9/9 scary flier with a negligible echo cost (after all, if you can cast it, you can probably pay the echo with no issues) that kills basically any nonwhite creature in Magic for three extra mana? I don't think so. Oh, it kills it TWICE. Reanimate this guy for most of a Shivan Meteor to two creature's faces for half the cost.
F/C/Q: 6/10. I REALLY don't like the card name. The art is fine, and though it reminds me of Oros, the Avenger (dealing damage to nonwhite creatures) it's got its own charm.

Balance: 8/10 – Removing half of a player's library by choice makes me squirm with how abused this mechanic could be. The cost seems to fit it, as this will usually win you the game if it hits the table – most of the threats in your opponent's library will be removed.
F/C/Q - 9/10
F: Quite good. I like the connection between 'unliven memories' and the library.
C: New and innovative. Mass library milling effects that you get to choose are quite new to me.

Balance: 8/10 – Usually you're going to be playing this for about 5-6 mana in a white deck, perhaps a little less. At that cost, it seems quite good, as nothing you control can die. You have balanced this, however, by leaving it open to other removal such as bounce and -/-/ effects. Decently balanced.
F/C/Q – 8/10
F: The flavour text confuses me in its current form. I know what you're trying to say, but how you word it makes it confusing to read; leaving the reader having to go over it again to confirm its meanings.
I do like the sanctuary tie-in with damage protection.
C: Nothing really new. A sort of Convoke which isn't new. Angels which protect.

OK, I'm not exactly sure what are you trying to do, but I guess with this you could play any spell as long as it's not removed from the game. Disregarding potential rules problems, this card allows you to play an instant or sorcery as many times as you want, since they hang around in the graveyard after you play it, allowing you to play it again. This is resurrection of a bigger scale than Whispered Thunder's card. 8UU seems like a good cost to pay for it, but... at the mere cost of one turn and you could have this in play on turn 3? It might as well read 'You win the game.' 2/10Effectively a Hinged version of Richard Garfield, Ph.D. that only applies to instants and sorceries. While the effect is greatly limited, ten mana seems to be too much on one hand, while the suspend cost seems too cheap. Nevertheless, this could spawn some interesting decks. 6/10

5/5 - No problems. Particularily like the dove.
7.5/10 - I'm thinking this is pretty accurately costed. Dawn Elemental is a 4/4 Flyer for 4, that self protects. The price in creatures you're gonna pay for playing this is heavy and its very much a win more card. That said this isn't going to breaking any metagames, although it could prove to be the gamebreaker in a Aggro v. Aggro mirror. Flash might have made this card just that bit more competitive.
7.5/10 - You're not winning any originality points for a universal Dawn Elemental. That said the concept is nice, and the flavour text is good. That said I think taking out the 'if' would make the text that much better. "Her voice brings something better: salvation" just seems stronger in my mind.

5/5 - I'm not a big fan of Word of Command-esque art. And would have liked to see more detail, but the grittiness I've seen in recent black 'power-cards' seems to fit.
9.5/10 - I'm not really sure what to think of this card. For 10 mana you can basically win the game. Or make it really difficult for the opponent to do anything. I don't even know what deck would be able to play this. Or how, but it is sure to be played. And if this was in a set I'm sure that Wizards would preview it on their site. However, with that said, it's difficult to assess whether this is accurately costed. Tooth and Nail creates card advantage, this creates virtual card advantage. Historically, and currently Wizards has been leniant on cards that create virtual card advantage. This card doesn't effect board position at all and because of that I think it's relitively well costed. It's still extrordinarily powerful.
6/10 - I don't like the flavor text, the word choice is awkward and it seems stilted. This is a suped up Traumatize so you're not winning anypoints there. The wording is fine, the name believable although I would have liked to see a better correlation between flavour text and the name.
