I originally planned this to be a land, but then realized how good this can get with Terravore, so I switch it to enchantment. Problem? Comment?
I like the megolith. Lets you use Raze and Boom/Bust with less of a drawback. Good synergy with Wastelands and Strip Mines and Ghost Quarters and Dust Bowls. (And to a lesser extent, that draw a card white green land.)
.... wow.... this card practically outshines Sliver Overlord a bit too much due to the first ability alone. Besides, wasn't the Riptide researches unable to contain the Slivers? Thus, the first ability kinda doesn't fit.... but then again, this is only against Sliver tribal, or if you have Hivestone to back it up.... maybe not so insane afterall.

Fear and first strike are anti-synergistic: first strike means it deals damage first, but fear means that it won't be blocked. First strike also doesn't jibe with its triggered ability (when it deals damage to a player, not a creature.)
The triggered ability should probably be modal ("When X deals damage to a player, choose one -- "). As it stands, it looks like you can add mana and make a zombie and get an artifact.
The mana ability is near-useless; you need something like the Orochi ability from Kamigawa ("this mana doesn't empty and doesn't cause mana burn.") The red ability isn't very red; red does fun stuff with artifacts, but doesn't tutor much.
The sum total isn't very "Ravager of the West" -- he makes mana, creatures, and finds artifacts. The name sounds more like land destruction, which has been found in green, black, and red, so might be the direction to take this guy in. Once you figure out his name.

Honestly, I'd make the costs W and 2W, respectively. I thought this was a split card already, if not, excellent name!

First, onto the keywords..."Splice onto (type)" The way it works is that you pay the cost, reveal the card, and add it's effect to the spell of the specified type. Before we only had Splice onto Arcane, but it works fairly painlessly for instants and sorceries too.

And if it's a minor library fixer, I say Scry 2 to make it a little bit better.

I dunno, I could see both. I mean think about a terror inducing foe. Not just because he looks scary but because his battle skill is so amazing. So the only things that will fight him are the mechanical and those that are undead/black aligned. But if they do fight him they better be prepared because the face isn't half as deadly as the blade.
I can see a terrifying beast also being skilled in combat.

I guess I don't get it? I mean the ability to sacrifice at any given moment is fine but I'm not sure what the ability is for. Do nothing to target something? Sack this to kill something with Horobi in play? It's rather...esoteric in uses isn't it?

I guess you want to leave the sacrifice in the cost because of things like Bridge from Below?

Originally, I made him 4cc and the ability costing also 4cc but lasts until the ability is played again, which probably can get a bit confusing (or not... I dunno). Of course someone will suggest making Soma Cruz become a copy until EOT, but I kinda don't feel like it. Comments?

And you do want to target but you don't want anythign to happen. That's so awkward and it hasn't been done before so you're kind of going to have to define how it works with how you word it.
I think they'd come up with something similar to this but they'd use a nearly negligible effect because nothing to target something doesn't make sense flavorfully I think.
Maybe something silly like:
"Sacrifice ~this: Look at target permanent or player."
Look is a verb used in magic text. Nothing happens to target permanent will confuse people (like the way Bitsy the newly Fraggable interpreted your card). They'll assume you meant shroud when actually you just wanted to target something and have a self sacrificing mechanism.
It's a 4/4 for 4 though so giving it some effect (like Ravenous Baloth) won't be a problem. It's just that I'm having a hard time conceptualizing "nothing" and I think any novice or intermediate player would have similar trouble.
You could be redundant "Sack: Tap target tapped permanent or look at target player's graveyard."
You could do something silly "Sack ~this: Choose one - Look at target face up or face down permanent or you may rearrange target player's graveyard."
Here's a card for Counterbalance (to hate on Extirpate and Split second cards...and essentially be the Top to counter balances bottom)

I just wanted to make a really weird card with mechanics not often used.
Wow..... that seems rather undercosted..... 4/4 for 5 in red with no drawback is already relatively awesome, and the fact that it can control combat, despite the heavy cost, makes it a star. Especially the frenzy + rampage part; Tramplers will be happy, so will non-tramplers. This is quite crazy... I say 6cc. at least for a 4/4 with those powers.
How about a strange land?

Yeah, actually, I know this land can get REALLY SICK given the right company. Cards like Urborg, Tomb of Yawgmoth and Joiner Adept are examples of why I put the once a turn restriction on its ability; 2nd turn Drain Life FTW is nasty even in Vintage, you know
I guess I'll kick the life payment for my land for now, but I WILL NOT remove the "once per turn" restriction still.
Pagan Diabolist is okay; it kinda forces you to be carerful with what cards you put to your graveyard. The hellbent ability is a bit off compared to its first, but probably okay... The hellbent is at least good for untapping at least.

So basically this land doesn't tap to add mana, instead, it untaps to make mana. Yeah, first time coming it won't be able to make mana, but then you can next time. For the mana ability, btw, is the phrase "play this only if it is tapped" necessary? Anyway, comments?
Pagan Diabolist is okay; it kinda forces you to be carerful with what cards you put to your graveyard. The hellbent ability is a bit off compared to its first, but probably okay... The hellbent is at least good for untapping at least.
