Although I do have to admit with Incinerate, Shock, Flame Javelin, Blaze, Tarfire, etc. disappearing from the arsenal of the burn player there really aren't too many other cost-efficent burn spells out there. Resounding Thunder I don't consider all that good as its 3 for 3.

True, but it's highly unlikely that Shock won't be in M10. The same could probably be said of Blaze and Incinerate. Flame Javelin might have a replacement in ZEN, though.
I love burn and red and I'll probly be forced to eat a shoe by my playgroup if Lightning Bolt gets reprinted. While they're at it, why don't they just print Counterspell too?

Red gets Lightning Bolt
Black gets Dark Ritual
Blue gets Counterspell
White gets Armageddon
Green gets Tarmogoyf
Talk about a power creep! haha. But do we seriously think they would ACTUALLY reprint bolt? I doubt it.

Exactly. Whereas it seems that R&D is usually heavily drugged during most decision making meetings I think even this is a little too much. I think the 3 damage to a creature for a R is more likely then bolt, all be it not as good.
Bolt coming back? ********. Now I could see the return of Ball Lightning, and low and behold it did come back. But Lightning Bolt? Ha. Haha. No. I would much rather see Incinerate in M10 then the old Bolt. When Lightning Bolt is considered ample for a Core Set I think WotC needs a serious reality check.
I really hope it's not in. We have enough power creep going on as is.
Well, Lightning Bolt can't be power creep since it already exists. Besides, outside of Incinerate and Flame Javelin, we don't have any super incredible burn. I know because I run a lot of burn in standard nowdays. If Shock and Incinerate are out, we really won't be gaining from Bolt anyway. Of course, we'll have Tarfire and the sort of good Lash out until October. The rest of the burn is just average.
As for it being common, it's fine. It might wreck people occasionally in sealed and against bad drafters, but otherwise, I wouldn't expect to have more than one. In all the Alara block limited I've played, I've never had more than one Resounding Thunder or Branching Bolt. Being that it's powerful and splashable, I don't see it getting passed very much at all. Besides, Terminate is far better when we're talking cards you'll almost never have more than 1 of. The real dangers with commons are creatures that are too big/efficient, mass removal, and super powerful cards that are tough/impossible to splash. Something like Bolt is splash material for potentially any player at the table that isn't already splashing (or is splashing red anyway). Sure, there'd be the horror story of the player who got 5 one time, but the same is true for other monsters like Incinerate, Oblivion Ring, just about any sweeper, or efficient midrange creature.

I don't suppose you've seen the 90+ page thread of people whining about Magic changes who would probably agree WotC already need a reality check? (despite that I believe the reverse is true)
Anyway.
I still believe the art on the background of this poster is for a new Lightning Bolt.

yes I have seen and read a lot of it, and i like the changes so i don't think they're totally insane yet (yet getting close with only 5 new duals in M10) But Lightning Bolt seems a bit much, even for something as new and heralding as the "oh so mighty" M10.
1. A dealer marking a set of cards as "rumored to be in M10", including lightning bolt. This can easily be written off as a dealer trying to cash in on baseless speculation.
2. A peice of artwork that could be lightning bolt, but also could be dozens of other cards.
3. Shoe's friend claims to have playtested lightning bolt for M10, and he's "pretty sure" it made it in.
Even if we believe that Shoe's friend is being 100% honest, he can't confirm 100% that the card made the set, only that it was considered and tested.
This still seems more likely to be out than in to me. I don't think I'd buy something that big until I see a scan.
I gotta say, I know a BUNCH of players who would love to see the most iconic of red and blue cards return to standard play. And I'm one of them. It will force the design of new counters and burn to dance around being obsolete however, so I'm not really sure how possible it is.

I'm putting my bet that Lightning bolt and Counterspell are going to be in M10. If the bolt can make it, then so can the counterspell.
Except that Counterspell has been one up'd by Cancel which is the official "Cheap hard counter" So the chances of Counterspell being in are even less chanced then Bolt.

Like Bolt was 1-up'd (or 1-down'd I guess) by Shock?
I'd say this is highly unlikely and really unnecessary. They'll need to start printing 3/3 Grizzly Bears if they reprint Lightning Bolt, and really what's the point when we have Shock and Grizzly Bears?

I would say that all three sources are fairly independent, which adds credence to the rumor. Sure it could be that the store is making money off of a "too good to be true" rumor, and Shoe is just making stuff up. But assuming Shoe's friend actually exists (which I say is likely, considering his phrasing, as they are "considering" LB, and it is "likely" to go live), and the store is being at least somewhat honest (which I believe is the case, considering its one of the larger stores in the greater Tokyo region, and so can't just throw its reputation out the window like some smaller stores), it means we have somewhat independent verification.
I hope to see it at uncommon; common will probably do a pretty good number on limited and draft, but rare would easily become ridiculously expensive.
Bolt in M10? Damn brother i dont believe ida told that. But anyway i think it would make red too powerful and thats not cool for the game, but i have a playset so it does not matter. My rdw would get a really coool boost
lightning bolt isn't as strong now as it was back then.. creatures have simply gotten better, and with current reds staple 1cc "burn" (fanatic) mega-nerfed, bolt seems much more fair. it still doesn't deal with wooly thoctar, war monk, cavaliers, etc, so it's not as brutal a piece of removal anymore. it's good, but shock has been made much weaker by how good creatures are anymore, so bolt just evens the field out a bit.
Wren's Run Vanquisher
we already have 3/3 beers also this 3cc creature show us that 3 dmg for 1mana is no longer what it's been in older formats(read "pre-lorwyn" creatures mashup)
Wren's is in Lorwyn, not M10. Thoctar costs 3 mana, not 2. You can play a 2-mana burn spell and kill (and still be up 1 mana). Plus life totals are still starting at 20. If they reprint bolt it closes the door on good cheap burn until M11, but since these things are coming out every year maybe they don't care as much.
Why are people putting so much stock in an unsubstantiated rumour from a guy who just said he's quitting Magic? Sure he has like 2,000 posts, but if he's quitting anyway then what does he stand to lose by spreading fake rumours and having his account frozen? It's possible, but this seems really unlikely.

Thunder Bolt R - Instant
~ deals 3 damage to target creature.
Reminds people alot of the old bolt with the mana cost and elegance, while meshing with wotc's creature-pushing imperative of late.
