The idea is basically...a 'big mana' controllish deck.
I want to win with something like Storm Herd or Sacred Mesa. (Still looking for more mana sinks and ways to cheaply reset Rasputin's counters...)
I'd actually prefer Arcane Denial over Counterspell in EDH. Having the card replace itself counts for a lot. City of Shadows has been pretty good to me. If you're going to use it, make sure you can run Kjeldoran Outpost. Strangely, Phyrexian Altar, Fool's Demise, and Rasputin makes infinite mana, but as much as I like Fool's Demise I doubt the Altar will be that great in your deck. Don't forget Decree of Justice.
I'd suggest draw X spells like Mind Spring to draw you into more flicker spells, however there is a limited number of spells that allow you to repeat this a number of times a turn. You might consider Oblivion Ring or Portcullis and a way to destroy them; champion creaturs with a sac outlet; Cold Storage could also work with champion creatures.

Outpost, good idea. If I can get one, I will. Springjack Pasture is also decent. Decree is in there, and one of the few cards that did anything of note in my current build. (Also Opposition)

Yeah, considering the blink theme, I will add Captain in.
Scepter would be nice, I just have to get one. (Or find my FNM one, which I may not have anymore)

I just did an exhaustive search of X in W/U cards, and the following look interesting:
War Tax - Brings back memories of playing against the card, BRUTAL if I have enough mana to devote to it.
Distorting Wake - Kill Spell. Another EDH deck here runs it. Should be auto in most blue, IMO.
Vedalken Plotter - Exchanging lands is GREAT in EDH, because destroying them doesn't always work. Unless they are playing land bounce, (unlikely) you can give them a basic and take something like a Maze of Ith or something annoying. And blink him to repeat.

I really want Iceberg, but the local shop didn't have it, and I am not just buying one card from SCG... :/

I don't usually play blue decks, let alone blue EDH decks, so I am having trouble deciding what needs to stay or go in this build. :/

EDIT: Had a little brainwave. Some more ideas:
- Dance of Many: gives you the blink effect AND a copy of the creature
- Dreams of the Dead: get them back cheap and then blink 'm!
- Duplicant: evil to blink
- Parallax Wave: I named it before, but 5 mana for 5 blink effects ain't bad I think
- Safe Haven: bad because it doesn't provide mana, but nice ability
- Stonecloaker: nice abilities
- Tawnos's Coffin: it blinks!

Just a couple suggestions: Forbid >>> Counterspell (buyback is so good!) Fatestitcher/Unbender Tine: Fatestitcher is quality in any blue deck because it taps down most generals, and untaps your lands, creatures, and Erratic Portal/Crystal Shard... Unbender Tine replaced Voltaic Key in my Sharrum deck and it worked wonderfully.
You may want to run the artifact mana accelerants like Gilded Lotus and Thran Dynamo. I'm not a fan of Cove or Fountain of Cho... really 1 mana per 3 turns= I'd rather see artifact mana like Fieldmist Borderpost, Azorious Signet, Talisman of Progress, etc. Don't forget Temple of the False god and Ancient Tomb. Take Possession >>> Control Magic (grabs anything with very little to no responses... only morphs!) Braingeyser and Mind Spring would be good additions for your plan.
Any deck with Tidespout Tyrant should have Sensi's Divining Top (which guarantees 1 spell played per turn with no card disadvantage, just mana use... which you should have plenty!). Body Double is usually better than Clone... or you could run both!
Plotter seems kind of boring... is this just to have an answer against lands?
How about the U and W cycling lands (4 total)?
As far an Man 'O War goes, I've found that AEthersnipe and Nevermaker are much better.
I've found that Sphinx Ambassador is amazing in EDH because they'll NEVER be able to guess what you're pulling! Luminous Angel seems really sub par.
This is my most recent iteration of the deck...I am going to try to add these three, as I am getting them soon. There are other cards I want to add, but testing the deck is what I want to do first and formost.
Hopefully testing this deck out today finally, will post results after.
The deck is mana hungry (needs to get to 6 mana fast) but when it works, it works.
I played a t7 Storm Herd, stole everything with memnarch, and did lots of other ridiculous stuff.
The Karoos were great, very useful.
I have to add some artifact mana in this deck, so it can ramp faster.
Will be changing the deck further this week, testing on thursday hopefully.
Any suggestions?

The name of the game is to blink or bounce him repeatedly.
Crystal Shard, Erratic Portal, Flicker and Momentary Blink all do the job. (Is Flickerform worthwhile? (For added evil, Aether vial set to 6)
I am going to experiment with the ridiculous (and possibly bad...but not with tokens) land City of Shadows to help add to insane colorless production.
P.S.
I haven't made a blue edh deck before, and aside from
Counterspell and Hinder, I don't want to add more counters to the deck.
I will draft up a list when I can, the deck needs plenty of work for now.

Isochron Scepter makes your blink more useful. Too bad you can't give him Shroud, or your blink won't work anymore. Also, Ghostway, Galepowder Mage, Cold Storage, Liberate, Parallax Wave, Planar Guide. Turn to Mist, Vanish into Memory (draw 4, discard 1! :)), Voyager Staff.

Legerdemain loves tokens and Liberate effects. As does Puca's Mischief. Proteus Staff is tokeny too.
I've replaced Momentary Blink in a lot of builds for Graceful Reprieve and Angelic Renewal. They work better against mass removal.
I am considering Curfew as a meta against Uril.
Revellark and Nevermaker are ideas, Duplicant and Academy Ruins...
Oh yeah, mass removal + BOTES Liberate are an option too. World Purge, Wrath + maybe suspend.
I use Flickerwisp, Epochrasite, Wormfang Drake and Changling Hero in some builds...
Spin into Myth is an auto in U decks.
I have to stop because otherwise I could go on forever. I have a few blink decks and I love them.

Another blink effect Ghostway might be useful. You could ghostway into wrath effect, have all your guys come back eot to set up the win.
A great card in general, but it will be really good with all of the mana you get from Rasputin.
