Istanbul (Zen Meditation) - The second sentence sort of confuses me, how about skipped draws (Possessed Portal) or replaced draws (Shared Fate)? 'Must' hasn't been used in normal magic terminology, and it feels rather undefined here. 4/10
Salubrious (Foolish Gamble) - Too swingy for my liking. At least this doesn't make you lose the game when you lose the flip. It's not a fun card to play at all. 2/10
"Must" would imply "have to draw". If a draw is skipped or replaced, you are not in a situation where you must draw a card; instead, you skip it or use the replacement effect.

Turn 1, Black Lotus, Foolish Gamble. Instant 50% chance of winning the game. If you don't? You're down two cards and that's it.
That's not a combo, it's just accelerated play. If I'm playing Black Lotus, I figure I have a better chance of winning by going turn 1 ChannelFireball.
Both combos lose to a Force of Will.
Lotus/Gamble with Force: I'm two cards down.
Lotus/Gamble without Force: 50% chance of a win.
Lotus/Channel/Fireball with Force: I'm three cards down, and at 1 life.
Lotus/Channel/Fireball without Force: Win.
So basically, it comes down to how much you think you'll see Force of Will in Vintage.
[EDIT: Besides, the fact that it's comparable to Lotus/Channel/Fireball should say a lot for its power level. ]
That's why I gave it a 2/10. The main reason isn't because of it's 'combo' with Black Lotus, because if that happens then Intruder Alarm shouldn't be printed because there's Voice of the Woods or Kiki-Jiki, Mirror Breaker, but because it's just not a fun card to play. Even without Black Loti or any mana acceleration, heck, just say you mana-screwed for the first five turns and only manage to get your three lands on turn 8, you still have a 50% chance to win because of one card. Not fair for your opponent heh?

Sorry guys, I was in Baltimore until yesterday and thus didn't wasn't able to do this until now. I probally should have warned you guys before I left, sorry.
Without further wait, here are my judgings and the final results!
Istanbul: 6/10, The card I have seen done over several times on boards such as these. What makes it unique, and the condition much harder to acheive, is the second line. Making it continually harder to win as long as cards are in your graveyard is interesting, especially since it is in the colour of card drawing so it can always draw faster that the cards go under. However, it still boils down to something I've seen before with a new twist.
Salubrious: 3/10, I once tried making cards like these. Then I started playing with them. The result was that they are simply unfun cards. Its not fun when you lose everything and nothing happens, and its not fun for your opponent when he/she has played a great game and then on the turn before winning the game gets snatched out of his/her grasp by a simple coin flip. Whats worse, this card only costs three and thus would be played in tournaments in red decks as a last-ditch move if they can't win in the early game. No one likes losing to random coin flips, and this card is no exception.
Thus, the winner is........
