So...I hate blue. The thing is is that I've always had a fasination with the color. Seeing that I don't play it, if I could get some help with starting one, that would be great. Any overall concepts are welcome. I would like to keep the deck resonably priced. All of the cards I obtain are through trades and Booster packs. Thanks in advance!
Well there's plenty of ways you can build a blue based deck. What do you really want to do with it? Do you just want to go the classic MUC route? You could always go a more aggro-control/disruption route with tribes like Faeries or Merfolk. Lots of possibilities to be had.

This. You can build a decent MuC budget deck with the most expensive spells being your draw spells and Merfolk are a blast to play.
Granted, it's not perfect and I'm sure there are a lot of criticisms to be made, but it's just a quick example; all of the cards are fairly cheap, it's themed and at a glance I'd say it's a reasonably effective casual control deck. Nev's disk would probably be the most expensive thing in this deck, otherwise it's cheap, cheap, cheap.
You, my friend, have been missing out on the best color ever. It has so many cards that can be used, not only in control, but for aggro, and a lot of timmy cards.
A great MU deck would be ninjas.

Yeah, for sure, Faire Trickery is much easier to find and less expensive as well. You just have to (obviously) have some other control card to sub in when facing Fairy decks.
If you do decide to go with a budget MuC deck there's a great primer on the casual forums with a ton of info and people bouncing ideas off of each other. Additionally, if you ever do decide to invest a little more money into your MuC deck in the future the primer has some great ideas of some of the more top-tier stuff that's availible (ex. Cryptic Command, Force of Will, Mana Drain).
What's great about blue, too, is it can go so well into any other deck. Blue is very commonly splashed into other strategies just for card draw (advantage) or control (tempo). Pretty much any of the above cards (with possible exception of XUU cc'ers) can compliment anything. The draw gets your combos faster, draw can feed your aggro assault as its running out of gas, counter/bounce can give you tempo advantage in any strategy.
You prob don't know the deck all that well, it needs a T1 evasive drop. Most run Ornithopter + 1CMC Faerie just to activate Ninjutsu 2nd turn.
This is my Faerie Ninja Still build, which is fairly cheap except for the Mutavaults, Jitte's and Standstill. You don't need Mutavaults, although they help. Replacements for Jitte is tough, but it's a card you can utilize in pretty much every deck that runs creatures, so it's worth the investment.
There's no way to really build the deck without Standstill though. There come the budget issues for most people. That along with Umezawa's Jitte just cost too much. The rest of the deck is uber cheap to get. You could still build it and have fun with all the ninjas.
My best suggestion would to venture into the realm of a Teachings deck. It is my favorite deck of all time, and the key spells are rather cheap (Mystical Teachings, Think Twice, Teferi, Mage of Zhalfir). The rest you can do as you like, just throw in instants that would work for your meta. You can spend a little at a time to make it better and better, like spend $16 at some point for two Urborg, Tomb of Yawgmoth and a couple Tendrils of Corruption.
I know of two builds in Extended right now, the UBR build or the UBW build. Most people play the UBW build, and it'd probably be cheaper to build. There is a Teachings thread over in the Competitive Extended forums.
Both of the basic deck ideas are really cool! Thanks for all the help everyone. I really have been missing out because I guess I didn't realsize how creature based Blue can be. Any other ideas are welcomed.
The basic idea is to bounce lands and counter stuff to keep the board more or less clean while Ninja and Looter draw cards and Esperzoa beats them down. Thopters work great with both Zoa and Ninja.

This is a 75 card deck. Most of my decks are large because most of my casual games involve +3 players. In 1v1 games you'd want to shave some things. Also, you posted that you'd like to keep it cheap, which nixes the Jace, unless you get lucky like I did and pull him from a booster. Not sure what the Inkwell Leviathan runs for, as I pulled him too. These 2 aren't even necessary for the deck, just nice to have a few levelers in the casual ring I play in. Lorthos, the Tidemaker works well in here too in late games with many players. The Sphinxes are easy to acquire as are most of the rest of the spells. If you can't snag the set of Forbid, Cancel is a decent substitute for the same mana cost, and Summoner's Bane works too if you feel like upping the curve. I experimented with the deck at one time substituting creature control for the bounce effects, using cards like Acquire, Bribery, Treachery, and my personal fav Dominating Licid(which I still sideboard in from time to time). Love the Last Word

The singleton Leviathan doesn't do much, and I'd probably even cut the Jace for another finisher in Sphinx of Jwar Isle.
75 cards is WAY too much. Especially when playing control, you want to fix your draws to the best extent and have consistency. 60 cards is optimal, but since it's casual, 62 is generally the Max.
Again, the 75 cards is only because I frequently play games with 3-4 players and even as big as 6 players so a larger deck is a plus just for the lasting power, as you could end up drawing out. To shave it down to 62, I would remove the Inkwell Leviathan, Jace, the Mind Sculptor(simply because of the cost of attaining one), x2 Last Word, 1 Negate and 1 Remove Soul, x2 Sleep, and 4 Islands... well, that's 63 lol, but that is what I'd do to shave it down to the comfortable tourney size. Ditching 2 more to make room for 2 more Sphinxes would be a good idea as well, though it's hard to say what to drop.
