I personally like rebuilding/updating oldschool tiered decks, so I'll suggest Thopter Depths, something with Goblin Welder, something with Hermit Druid, or Seismic Assault.
There are many ideas out there... Just pick a random card out of a stack of commons, uncommons, or rares, and build a deck based on that specific card and/or theme. Hope this helps.

Not so terribly. My Sword of the Meek combo is on average around 15 bucks, assuming you have some of the cards. The Conspiracy combo a little more, around 25. Most expensive deck on that list is the Ensnaring bridge + Bottled Cloister deck. Bridges are mighty pricey, but mine is based off of ONE bridge, with a bunch of Transmute tutors and Fabricates. Also I have Myr Retriever incase it goes to my graveyard.

Now I seem to remember that your parents do not allow you to purchase cards, but even then I think it should not be too difficult to acquire these essential pieces whether through trades or freebies. The rest of the deck can be fleshed out in either of two distinct manners:
1) combo-centric with cheap protection/disruption and loads of card advantage/quality pieces
2) control with the thopter combo in lieu of a typical control finisher like BSA or Sphinx of JI.

My reanimator is very fair, no turn 1 dragons or any of that. U/B. Its also pretty dang budget...it works on a sub-theme of getting critters in play that you later sac for big facy stuff...

Or you could go for enchantress (one of my other favs). That one is tricky at times (read: fun) to play, and is probably my #1 favorite deck. I've never posted it before...so here it is.
Support (5) 2 Three Dreams (toolbox'in it!) 2 Enlightened Tutor (too'box, or you could use Idyllic tutor too) 1 Your choice for flavor (Open the Vaults, Second Sunrise, Winds of Rath is fun, Enchanted Evening, etc...I run Worldly Tutor to get an Enchantress or Auratog as needed)
Must-have Enchantments (8) 3 Ancestral Mask (AWESOME in this deck) 3 Spirit Link (early protection, or later lifegain) 2 Rancor (See Auratog trick. Genju of the Cedars works too)
The legacy decks have much more money in them, for Enchantress' Presence, Arogthian Enchantress ($$$), etc...but mine's pretty budget...$25ish I'd bet. The only cards that aren't dime commons are: Auratog, Rancor ($2), Primal Rage, Serra's Blessing, Oblivion Ring, Solitary Confinement (if you want it, $3.50), Idyllic Tutor ($1.50).
The deck is an absolute riot to play, with a safe toolbox that allows an answer to nearly any situation. Perhaps a tad fragile at first (and disruptable, which IMHO makes it fun to play and play against), there is so much variety. You could possbly see:
- swing with a 20/21-trample-regenerating enchantess on turn 5
- fling 16 fiery Words of War damage death by turn 8
- lock the board by turn 7
- draw your deck by turn 10
probably the most expensive cards are the bogarden hellkites or what ever you choose as a finisher. i've seen a budget WW deck that runs shivan dragons.
Some decks I have that are interesting and fun you may want to try out:
1. Sanguine Bond + Zuran Orb deck (basic idea of deck is to mana ramp until you can blow up the combo)
2. Highlander decks are always unique and interesting as you are forced to make a deck without using any doubles, so Highlander may be a format you want to look into playing.
So I'm getting bored of running the same 3 decks IRL, and I was wondering what I should build soon.

5. Lorescale Coatl + Standstill (this can be a really fun combo)
6. Winter Orb + Icy Manipulator (great old school combo from 4th edition era)
7. Survival of the Fittest + Recurring Nightmare (great, and can be extremely powerful if made right)
8. White Weenie Kor + Equipment (simple and fun)
9. Intruder Alarm + Llanowar Elves + Imperious Perfect (really fun infinite token combo)
10. Old School Quirion Dryad Miracle Gro
