This is my current EDH deck, with the general Scion of the Ur-Dragon. I really need help either playing this deck, or editing this deck, so I don't always seem to have a huge target on my back starting turn 3 every single game. I've really been having trouble with this because people always decide to attack me early on every game.
Channel the Suns is good if you get a mana rock drop early. Chameleon Colossus is good for defense and Dragon Tyrant is good for finishing, but most of these changes will just make you more deadly. The only way I can think of to get the target off your back is to make your deck weaker, which seems kind of pointless.
I also play Scion as a general but i play mainly re-animator. i use enchantments like Collective Restraint for defense, Rush of Knowledge is good for draw power, and Dragon Arch is really good for dropping dragons on their turn.

This is my Scion EDH deck, I'm thinking of taking Dance of the Dead out, it slows me down every time I play it, I think it needs to be something that just brings a creature back.
I'll accept Protean Hulk because it is on this list from the mtg site but Gifts Ungiven is not. Also in the rules that I found before I built my deck were the original rules for the format and they said anything that was banned in vintage could not be played Protean Hulk is not banned in vintage. I have however seen forums suggesting that you should not play Gifts Ungiven but I decided to because I don't play in any other formats where I can use it and it feeds my graveyard. But to be perfectly honest there are too many different sets of "Official" Rules for the format so it is a hard thing to judge.

After further research I have found that you are correct I will modify my decklist appropriately. Although I still believe that there needs to be a single rules set for the format.

Thought I'd put my 5 cents in on the rules argument Official MTG:Commander Rules I believe this is the site most use for their multi-player banned list. (under the social tab)

Additionally the following legends should not be used as a Commander:

* Rofellos, Llanowar Emissary
That being said if you're play group doesn't mind your proposed list I say more power to you, and there should be no argument as to the legality of you cards...lol...and that deck isn't the OPs.
________________________________________________
I should ask when you say they're going after you turn 3 are you looking for a way to beat them off, or to keep them from doing that? I know I hate sitting at a table with a completely new deck with a target on my head just because it's me...
While your land base looks good, colors wise, I'd try to get rid of some of those CipT lands, the vivids especially, since they can really slow you down if you have to many. I don't know what your budget looks like but if there isn't one I'd suggest adding all the dual lands to compliment your nice shock lands. My original Reaper King deck was on a slight buget (being that I couldn't afford the duals) and got by just fine with all the shocks, the 2010 friendly lands, shards CipT 3 color, and a handful of basics which you seem to own most of.
Something else to think about would be some colorless artifact mana accel, or green to man out those lands early game and thin out your deck for later...plus it'll help with the 5 colorness of your general Prismatic Omen anyone?
I noticed you run a lot...a lot of planeswalkers, and it looks from your list that a few aren't pulling their weight Tezzeret the Seeker doesn't seem to have too many targets for any of his abilities, and Sarkhan the Mad seems a little limited, I'm sure it would be fun to burn someone with all your dragons but after that what do you do? Draw a card and kill him? I just want to mention 2 other planeswalkers you have in the deck Nicol Bolas, Planeswalker and Jace, the Mindsculptor are big targets that will make people want to kill you...fast
I'll post more later, unless I'm way off target with my suggestions, let me know. One last thing I noticed might be a problem is the deck might be trying to do way to much while not succeeding well at any single thing.
Those are the original rules I was talking about and they seemed to be more suggestions than hard set rules based on how they worded it, thus why I was playing Gifts Ungiven and Protean Hulk.

It would be nice, though, to hear the OP's thoughts on all this. Where do you want to take the deck, is it moving too slow...that kind of stuff.
Like the build Luci, keep accidentally stopping at your list instead of OP and thinking it looks pretty solid lol.
