(Yeah, I had to.) For some reason, your set doesn't have a single common creature that taps to activate an ability, so I'm not sure how useful this card is at the moment.
Chains of the Colossus is a bit worrisome at uncommon, but I don't think it's good enough to bump up to rare (see: Argentum Armor). In addition to the inbuilt bouncing clause, it also has mad synergy with anything that can untap creatures for cheap/free (like, I dunno...Seeker of Skybreak?) and the +toughness makes it basically impossible to kill in combat, unlike existing cards like Ogre's Cleaver (which, admittedly, is just as brutal on unblockable guys).

Standard fare, really. Tapping / untapping is not a major set mechanic, but neither is it off limits, this being the block's last blue set until set five. There are some cards in the set that deal with tapping / untapping already, but I'm trying to keep it on about the level of a Core Set. So, probably your typical Prodigal Pyromancer / Llanowar Elves variations.
Now, that said, I know that I have a major tap / untap theme coming up in set six of the block (GWU). So, I don't want to do anything that is going to require me to pull my punches in that set. So, I'll think about it. Ignoring Seeker of Skybreak for a moment, can anybody think of any other degenerate sorts of combos that I need to avoid, to keep this thing on the level?
[EDIT]: Here's an Alembic variation. Not sure if it's what I want, but perhaps it relieves some jitters?

So, it still allows you to chain it onto multiple creatures, but only once per turn, per creature. And, I removed the haste, which could be considered extraneous. Does that feel like a good safety valve?
