Neisha, the Soulherd2GG
Planeswalker - Neisha (M)
Whenever a creature you control would dies, exile it and put a loyalty counter on Neisha, the Soulherd.
0: Put a 1/1 green Spirit token creature onto the battlefield.
-6: Return all creature cards exiled by Neisha to the battlefield under your control.
4
Mytherol, Render of Thought2UB
Planeswalker - Mytherol
Whenever a card is put into an opponent's graveyard from their library, put that many loyalty counters on Mytherol.
0: Target player puts the top card of their library into their graveyard.
-12: For each card in target player's graveyard, that player puts the top card of their library into their graveyard.
[2]
problem is that most people will find a way to kill it before that happens, and if nothing else died, you're not getting full value.
So, according to your logic, any custom card that isn't perfect is bad? It's like saying Phyrexian Obliterator is bad because Go for the Throat kills it and gets around sacrificing permanents.
Quorum, Master of Arcanum5
Whenever you cast a Spirit or Arcane spell, you may put a loyalty counter on Quorum.
[-4] Return target Spirit or Arcane card from your graveyard to your hand.
[-9] Search your library for up to three Spirit or Arcane spells and cast them without paying their mana costs. Then shuffle your library.
[5]
IIW: Dumb creatures (as in the flavor of the creature is that it's stupid)
Master Octus, Quantum Mage3WU
Planeswalker - Octus
Creatures you control have vigilance and creatures your opponents control do not untap.
[+3]: Tap target permanent and untap target permanent.
[-10]: Exile all tapped permanents.

1. I didn't call it a bad card, I would even try to play it in a WB reanimator style deck.
2. What's the point of submitting a card to be judged if you don't like it when someone tells you what he/she thinks is the cards drawback?
I do admit that it seems a little childish in hindsight, but I assure you that this has nothing to do with being sad about not winning.
Quote from bloodyspasm »
Like any card I would play, I wager the pro's and con's of having it in my deck. don't you follow a similar logic when building a deck?
While this may be true for people who build decks, this is a custom card creation thread, not a deck building thread. If we were to judge unfavorably based on a card's drawbacks, we'd see a lot of overpowered cards. The point I'm trying to make is that we're trying to make a creative, interactive, intuitive, interesting card, not necessarily one that might be overpowered in your constructed deck.

Bro's #1 Rule of WiJ: Avoid arguing with the judge. (Especially if (s)he has 2700+ posts on you.)
It's a pointless venture. Besides, "we" have all been judging more or less the same way over the years that these threads have been up. Let bloodyspasm judge as he does.

Horus, the Waning Spirit 3UW

Egak—I like the triggered ability. <0> ability is pretty weak compared with Garruk. Ultimate's nice too; overall good design.
arbitraryarmor—How many is "that many" in the triggered ability? I'll assume one for each card. <0> ability seems quite weak, and the ultimate is too expensive and too good to be that interesting.
Profani—Triggered ability would be hard to pull off that dependably; I like it. Overall the card seems too complex for my tastes.
Polendino—A flying planewalker, awesome. I would have been tempted to say "Flying (Creatures without flying can't attack Serra, Evoked)". It's also interesting that she doesn't have an inherent way of gaining loyalty. Balance-wise, too, I think she's about right.
Socrates—Ahh, spiritcraft. I'll assume this is a revisit to Kamigawa. -4 ability seems weak to me; I like the ultimate, though the it might be a bit too easy to obtain with the spiritcraft loyalty mechanic. I assume he's colourless so all colors can access him, but the abilities seem very green and the name blue.
Brofaux—If I'm reading this right, with the first ability alone you can basically lock-down all your opponent's creatures permanently? That seems ridiculously good for 5 mana, even without getting the pinpoint lockdown from the +3 ability.
Moonleaf—Oh, that's new. Planeswalker with vanishing, I like it. The two loyalty abilities have very nice synergy as well. Good job.
bloodyspasm—I like how you went simple with the non-loyalty ability, and the overall flavour is great. Though it would spoil the simplicity I just mentioned, I dislike that direct damage spells can still get through to him. The -2 ability's nice in that you can also use it on your turn to attack with creatures just for special effects without worrying about them dying.
Close one, here, between bloodyspasm, Moonleaf and Polendino. But…
Moonleaf wins!!!

EDIT: Turns out Polendino is suspended. What do? I sent him a PM asking him if he wants to do the judgments and PM them to me so that I can paste them here.... no response yet.
EDIT2: He aint judgin. Anyone want to take his place?
Brofaux—I like that he changes into a creature, not so much that he changes back again. Not sure if/how the rules would handled, especially since the -3 ability would pump all your dwaves before he became one.
Prophylaxis—-1/-1 counter ability feels off-colour for RW, +1 ability seems undercoated. Ultimate has some memory issue, but they should be fine for a one-time mythic rare.
arbitraryarmor—The card seems powerful but balance, but doesn't feel like a dwarf to me. My image of dwarves doesn't have them first striking or wrath of goading, but their flavour in Magic is hardly well-defined.
Gallus—Wow, I like that. All the abilities have a lot of nice synergy with each other. Seeing it here, I think black/red is a nice fit for Dwarves, with the black half implying the darkness of their caverns.
bloodyspasm—This feels a little one dimension with respect to dd, though I quite like the -1 ability and the synergy between the other two.
Moonleaf—I like how well the abilities are linked, though it might be better if how to use them was a little more subtle. I also wonder if the ultimate is too good: not that it's not balanced by needing four pumps to get there, but even after and ultimate goes off, there's should be some faint hope of a comeback, not just "boon, you're dead".
Ninja Caterpie—I like this a lot. Equipment tokens should be used sparingly, but a single MR planewalker is the place for them. The -1 ability is nicely in theme but counterbalanced, and the ultimate has the right power level and wow factor. I'd probably knock the base loyalty down to 3 so you require two pumps to get the emblem.
jwanders—Well, this is quite simply the best card i've ever seen. Brilliant!
