This card seems pretty good considering vanishing doesn't do anything if the creature never started with any time counters on it; "X can't be 0." seems appropriate here.
One card isn't enough to really set a precedent; without the nonland restriction on both halves of the card, this turns into "Upheaval/mass Vindicate", and the nonland restriction is basically to reduce the cost on those (compare Upheaval to Devastating Tide). "Destroy everything" feels weird in white anyway. It's got more of a tone of "if I can't have things my way, nobody gets things their way either" to it.
Akroma's Vengeance was the original version of Planar Cleansing (prior to the introduction of the Planeswalker card type, and artifact/creature lands to a lesser extent). The ability even appears on artifacts, albeit at a much higher cost (Oblivion Stone and Plague Boiler), but slotting it into WB doesn't seem correct.
And the idea with the card (and, if I'd felt like doing them, the rest of that cycle) is more of a "everyone gets off easy this time - next time it's going to be worse" threat. The red one would probably be 5 damage to each creature and 5 (or more) -1/-1 counters on each creature under flashback (B/ in the flashback cost), for example.
Interesting idea for a cycle, though I fear that it's the kind of cycle that scratches a designer's itch but wouldn't play well in a set (due in part to the high color requirements and in part to their overall redundancy).

No rarity, but a pretty cool design. As AsianInvasion pointed out, it needs an "X can't be 0". This gets you a lot of mileage for your mana at X=2.

Simple and effective. Use it to lessen an opponent's threat or to reuse one of your own "turned face up" triggers. The cost and rarity are just right.
