This feels really strong to me. Green and Blue already have Draw Three at four mana, and putting three cards into your library doesn't feel much like an additional cost unless you're in a world of reanimation, it just sorta feels arbitrary. Perhaps it's balanced, though, and I'm just not a good judge of cards.

I like this. Comes back even when it's milled. It can be used as discard fodder, whether it be for your own engine or your opponent's.

Seems like her ult can get pretty crazy with her +2 and her passive, and she can easily defend herself the turn she comes down. Provided you have enough mana, she can defend herself even better by letting you cast the creature you exiled. I feel like this wants to start at 3 loyalty, but it feels pretty solid as is as well.

Finishing off with a doublewalker! I've liked this concept for as long as I can remember knowing about the concept. I like the twist you added that you can activate an additional ability, giving the flavor of two walkers as well as the modal abilities that also feel like two walkers. I get the feeling that it's just going to be +1 +1 every turn until ult, though.

I find the double planeswalker to be insane, you can basicly draw 2 every turn and ofc discard 2 however such filtering is insane. Also the pseudo lock of making the opponent discard and you draw. It doesn't protect Itself however which might balance it.
However walkers that draws cards every turn without shrinking are dangerous that much was taught us by jace.

How is the double walkers ult any different the time stretch. I don't really see how them skipping their turn or you taking an additional turn is different. I've seen some other custom cards phrased "target player skips there next turn" as well. Does this add some functionality I am not aware of.
Recharge is neither red nor green. Well, okay, the graveyard recursion part is fine for green - but "draw three cards" is not green (green's card draw is always tied to its creatures, either as the ophidian ability or Momentous Fall type effects), and it most certainly is not red. Even if it were UG, it would still be too good - three mana gets you Divination at most.
Well, if we ignore additional costs (as you do), then blue gets "Draw three cards." for :symu:.
