Faith's Reward is real nice but I think Brittle Effigy is not good enough. You can find a lot of better spot removal in white (Swords To Plowshare, Path To Exile and Condemn) even Pongify is generally better than this artifact.
I believe you should upgrade your manabase. I don't think 'Vivids' and Azorius Chancery are solid.
How your 'Monoliths' serve you?
Finally, I really curious about this. Is your wizard sub-theme worth it?

I agree with your assessment of Brittle Effigy. In a deck that has no good spot removal, Effigy makes sense, but Rasputin has access to some of the best spot removal ever. Doesn't make a lot of sense here.

I can't help but think that Flicker is the strongest strategy for this guy. Yes I know I'm biased due to my own deck choice but you're like half way there.
For instance, you run Fact or Fiction but you don't run Sphinx of Uuthun. There are obvious trade offs here including mana and flexibility, but whats better then one fact or fiction? Two or three or ten fact or fictions.
Ghostway is a card. Its one of my favorite and I'll admit once again that I'm biased, but that card is just sick. You can use it reactively to save your team from a board wipe or proactively by combining it with a wipe.
The Wizard sub theme grew out of the riptide shapeshifter package. I realized i was playing a fair number of wizards so i stuck azami in to draw some cards.
and the monoliths work pretty nicely when all i want is to cast rasputin on the next turn then forget about them. they work well with tezzeret too

Conjurer's Closet is an all star here. You use five Rasputin mana and then flicker him EOT to get seven mana back. Its amazing with Duplicant, Solemn Simalacrum, and that Phyrexian Ingester you run.

The Sphinx of Uthuun isnt in the deck because it competes with Chancellor of the Spires for the Sphinx creature type in my Riptide Shapeshifter package. thats also why i dont play consecrated sphinx.
