First of all I want to say that this deck is by no means complete and is evolving every day and I think this might be a good way to find hidden gems. I am on a budget but I have plenty of trade fodder.
When I saw Warstorm Surge and it's more chaotic brother Pandemonium during one of my many deckbuilding quest I knew I had to build something around it. But what kind of deck would "abuse" this in the most fun way ?
After a very long discussion of 2 seconds with myself I decided I would "limit" myself by going mono-red, cause mono-red is the color of manliness.
I've always like red, from starting to play burn at the kitchen table to playing that exact same deck on other tables. My only other deck at the time was an EDH piloted by Nath of the Gilt-Leaf and that was heavily reliantant on my general, so I wanted a general who would do well with these ETB shenanigans but wouldnt be neccesary for my goal of world domination.
I hopped onto gatherer, but something caught my eye.
'T was but my trade binder, I decided to check my limited collection of what I had before deemed "Craprares" and who would be in there but my Conflux draft All-star Rakka Mar.
And thus it was decided, Rakka Mar should be pooping Lightning Bolts!
First we have to start with what this deck doesn't do.
It doesnt combo on t4-5, there is one elaborate combo inside and it involves rakka mar + thornbite staff + thermopod. But most of the time Thermopod is used for getting the mana back you used to Lightning bolt someone's face. It wont ramp you into crazy amounts of mana and wont give you a 100% win ratio.
This deck is an aggro deck, and in EDH aggro decks have to be sly foxxes.
The main task with this deck is not generating threat untill you have Pandemonion, Electropotence, Warstorm surge or Vicious Shadows out.
Thank god that I draw aggro to myself as a cat on the internet does attention. And this makes most games a race to beatdown that Ramp, blink or combo deck. If you're playing against a mono blue deck and they let you resolve rakka, there is a good chance you will kill them before they assemble their combo('s).
Wait a minute, you're talking about assembling some cards but don't run any tutors ? Why yes little son you are correct, why take the fun out of a deck by including all the tutors u can for deckthinning and searching your keypieces, this deck is ment to be fun and capable to win, not te be brutal and heartless </3.
Mono-red has more than enough threats to assemble a boardstate that Rakka will love. This mainly involves resolving big bad red creatures, more about these in the card breakdown. So were was I again ?
Right, what this deck does. The best part about playing Rakka is that people always underestimate the power Rakka brings to the party. With our little elemental subtheme we have going on we can quickly overwhelm an opponent with elemental baddass and soon they have no out except wiping the board (Oh hello Vicious shadows, Rage Thrower).
Wait a minute this is the first I've heard of this elemental subtheme ! Oh boy, and here I thought I was being coy and all. Lots of elementals means that Mana echoes and Shared animosity will make quick work of any opponents lifetotal. (Did I mention that Rakka poops Elemental Lightning bolts ?)
TL;DR SMASH FACES, SMIRK, WHINE, CRY, SELL KIDNEYS TO WIN GAMES

Let's start with the obvious, WHY THE HELL WOULD U INCLUDE THIS/THAT Archwing Dragon : This little dragon is one that doesn't get any love. But what if I told you if it was a 4 mana sink for 8 damage every turn. That's sound pretty decent right ? Well that's exactly what he does in this deck, he turns sideways towards an opponent with no flying blockers and procs Warstorm surge effects. Oh and he can only be removed by instants, pretty sweet for this card that my playgroup considered "utter trash".
Norin the wary : U don't play any steal effects to go along with norin, you should cut him. Then he enters the battlefield with in the web of war and does 4 dmg every turn /smirk.
Thermopod : Why not just play Phyrexian altar. I am considering including Phyrexian altar aswell, but thermopod can aslo block/attack and does damage when he enters the fray
Thunderblust : Dude, he has no evasion. Well he enters the battlefield for 7 damage and due to his built-in haste he can instantly attack, he's easily blocked to death but it gets a mindgame going. If they block he persists and enters again, possibly killing one of their keycreatures. Did I mention he's also an elemental ? /smirk
Electropotence : You already have Warstorm surge and pandemonium, why are you playing a bad version of those. Oh I don't know, paying 3 extra when Malignus enters the battlefield to deal 10+ damage seems like a sweet deal. It's also an obvious mana sink for the late-gamezz.
Chandra Ablaze : Chandra Ablaze is bad and you should feel bad. Have you read her -2 ? Beastmode in mono-red, not to mention it might screw people out of their combo's.
I can see why you play this, but please. Do elaborate.
Soulbright Flamekin : Outside of being an elemental this also ramps your mana from 6 to 8, which can be quite a big deal in this deck stacked with big creatures. It also gives your creatures trample, which most of them are missing. Auto-include.
Font of mythos : This may give other decks advantages aswell, so you have to be carefull when u play i- Who am I kidding, slap this down and bring on the pain, you're mono-red. If they're faster than you, All-in.
Magmatic Force : Big body that brings the pain. Thank you, come again.
Furyborn Hellkite: 12/12 that does 12 dmg when he enters, well why the hell not. It's extremely easy to get bloodthirst with this deck.
Predator Dragon : Attack with tokens, devour tokens (Proc Vicious Shadows ?), get huge dragon, deal ETB damage, ????, PROFIT. Since he has built-in haste you can also devour before you play him, hey it's up to you.
Hellrider : No Infect shennanigans over here sir, just plain damage on your life total. This little son can actually knock out an opponent fairly easily if played correctly (ie. 4 mana > cast Hellrider > die a little inside)
Tibalt, the Fiend-Blooded : Punish that card drawing douchebag cause you're jealous of his hand, I also think taking over all creatures is ok in this format.
Warp world : Now who doesn't love a good old Warp World, reiterate this for ultimate power.
Thornbite Staff : Auto-equips on Rakka, goes infinite with 1 ETB effect (or leave) + Thermopod. It's also very good to trade tokens for stuff of them cause Rakka untaps and you get more tokens. More tokens = more fun.
Malignus : Get a huge creature and deal tons of damage for 5 mana, best kind of deal in my book.
Chancellor of the Forge : This can blow out an opponent out of nowhere, also the turn 1 1/1 haste goblin token into skullclamp is crazy playzzz.
Skullclamp : Sac the tokens after they have lightning bolted and get free cards. Hey, it's free ! Mask of memory : Hell this is one of the best card advantage artifacts I have ever laid eyes upon. I dream about this card, I breathe this card. I am this card.
Molten primordial : All primordials are near broken and can cause easy wins allround.
Stigma lasher : Foil those lifegain plains early game, laugh when they forget they can't gain life.
Siege-gang commander : Allround good card, goblins are the shiznit. But they pale in the presence of elementals.
Incandescent Soulstoke : This card can do so much, from pumping all your elementals to giving you acces to 2 big elemental spells in one turn. Need that extra damage to kill someone ? Haste in a Malignus for 2.
Stalking vengeance did I mention I love these kind of effects ? I don't think I did.
Why don't you play X and why not exchange X for Y?

I started playing magic just before Shard of alara launched and was thrown into a pool of tri-coloured goodness.
I started out by playing many extended decks around the kitchentable, my schooldesk and in the Outpost Ghent.
Soon I got to know the delights of EDH but shortly after that I stopped playing magic for a while but decided to pick it back up when I met my current playgroup. i'm the guy who you give advice to in your playgroup and then smashes your brains in
As I said before, it doesn't matter if I win, it just matters that others lose

Personally I'd also run an Expedition map as soon as you obtain that valakut, the Molten Pinnacle. And I'd actually accompany those artifacts with a Goblin welder... Okay okay maybe that's going too far!
I do love the cars like Firecat Blitz (always go full manmode with flashback), Acidic Soil and Keldon firebombers, playing like a true aggro deck which EDH needs more of. You should also consider running a Wheel of fortune (not that expensive, just hard to find).
Some other options (that might not fit your deck but would fit aggro) would be Mass mutiny and Threaten-like cards.
Anyways, keep it up!

I do not like Sensei's cause it inherently slow the game down, I do howerver like scroll rack and am trying to acquire one. Burning inquiry and wild ricochet seem like an easy fit
Hmm I'm not quite sure, but I can't be sure unless I test it out! I'll try exchanging the spear for one of dose since "technically" I'll get nearly the same (If nto more) use out of it.

I have to disagree with juwdah on building the deck to be more reliable and consistent. These words are not in the monored players vocabulary.
If you put in enough bombs you'll be doing damage anyway and the deck will play differently every time (this is a good point).
You seem to have all the obvious cards already in the deck and while I like the simplicity of the manabase I have to suggest Kher Keep. This card does so much, from random chump blockers to a real engine with skullclamp and that for such a cheap card.
Also maybe Ib Halfheart, goblin Tactician has a place in this deck?
It provides an instant army if your man enough to sacrifice all those mountains and with pandemonium/in the web of war in play you might kill someone outright. Also really good with shared animosity.

It's the house where randomness thrives, as soon as I've tested out Firecat blitz and it works, Ib is indeed an alternative to it. I'd be more than happy to include our little goblin overlord

You seem to be forgetting that, every time your board can be stopped and you enter top deck mode, the whole idea of being the loose cannon that can burst people apart becomes a small fry sitting there wasting it's time.

The only fetches worth running in mono-red are the expensive ones imo, and mad prophet is probably a no whilst Weel of fortune is a yes. but hard to acquire
Glad I found this thread, have been working on a Rakka Mar deck on and off for a few years now and my list actually looked a bit similar to yours so I thought I'd post.
One card I could not speak more praise about is Word of Seizing I've won more games on the back of that card thanks to Split Second then anything else in the deck.

Insurrection : Insurrection. WOMBO COMBO 1 CARD COMBO

Reforge the soul : Drawing 7 is getting a new hand of god.

Mogg Infestation, Blasphemous Act : Don't like the board ? Wipe it clean and get some post traumatic stress going on.
Malignus : Get a huge creature and deal tons of damage for 5 mana, best kind of deal in my book.

Balefire Dragon, Tyrant of discord : Red.goodstuff
Blood moon : And you get mountains, and you get mountains ! Everyone gets mountains !
Mind's eye : This should be a Knollspine Dragon, cause he's way more manlier than I'll ever be.
Banefire : This won me the draft together with Rakka, they can never be seperated. I'll gladly take the uncounterable damage as part of the package.
Reiterate : Copy stuff, copy your own warp world. Counter counter the counter of the rakka-haters.
I might cut this down to 38 or 37 but I suck at drawing lands </3
This deck can still use some finetuning, but I'm trading for the cards I need, well it's more the cards I want. Not the cards I deserve.
Knollspine dragon to replace Mind's eye (I'm crazy like that).
Heartless Hidetsugu to halve everything, I love things at 50% discount.
Godo, Bandit warlord go my samourai, fetch me my artifacts.
Firecat Blitz death by cats seems like a good way to go. All-in or nothing, no sweat.
Keldon firebombers the only LD I'm thinking of running. Hey, what, it's a creature dude.
Acidic soil so you ramped to 20 lands, well here's 20dmg for 3
Valakut, the Molten Pinnacle the hero the mountain people need.
Trading post goats, goats everywhere

You should already know my opinion on your deckbuild by now but I'll write down one long reply so you can read it over and over again.
Your deck is mainly built around Warstorm surge / Pandemonium and Electropotence. I love those cards as much as you do (O.K maybe not) but personally I'd provide ways to guarantee / get higher chances of playing them.
At the moment you have no way to filter your deck, may it be by small filters like Sensei's Divining top, Scroll rack or even Crystal ball. Deck thining by Fetchlands (Arid mesa / Scalding Tarn /Bloodstained Mire / wooded foothills or the plain and simple terramorphic expanse / evolving wilds) maybe even combined with a crucible of worlds. Tutors like Gamble or.. (well that's it). Filters like Mad Prophet or Burning Inquiry.
It would both speed your deck up and make it more consistent. The fetches wouldn't be hurt by your "hater" cards like blood moon and it would play out way more smooth.

You seem to be forgetting that, every time your board can be stopped and you enter top deck mode, the whole idea of being the loose cannon that can burst people apart becomes a small fry sitting there wasting it's time.

But not even terramorphic expanse/evolving wilds? Eventually some fetches? (fetches be cool bro) not even mad prophet? wheel of fortune?!

The only fetches worth running in mono-red are the expensive ones imo, and mad prophet is probably a no whilst Weel of fortune is a yes. but hard to acquire
One card I could not speak more praise about is Word of Seizing I've won more games on the back of that card thanks to Split Second then anything else in the deck.

Also, I have to second Kher Keep. It's hardly a bomb, but it comes into play untapped, makes chump blockers, and costs under 1 USD.
