Without a lot of land destruction or ways to get spells out of the graveyard, we utilize spending lots of mana on Buyback spells such as Evincar's Justice, Mind Games, and the potentially game-ending Capsize.
With a lack of really strong combos, a large part of Pauper EDH is combat. To fight against this, we have 8 different cards to bounce creatures (and some hit other permanents!). Our primary way to deal with creatures is pinging them, with options such as Prodigal Sorcerer, Stinging Barrier, and Psionic Gift. We also have a couple sweepers in the repeatable Evincar's Justice and Pestilence, our commander Shipwreck Singer, and even Dry Spell. There are a few other unique removal cards.
Some suggestions: you can add alot of redudancy to your ghostly flicker package with transmute cards and Vedalken Æthermage (note the flash part for mystical teachings).
Also you got a fairly nice trinket mage package, except that you are missing the mage himself (I would add the colored artifact lands and expedition map though).
I would add okiba-gang shinobi also because of your commander. Ninja it out and if they got no removel spell you got a 3 or 4 for 1 (the last is if you liked to bounce whatever it was) and your commander should help getting it through afterwards.
I presume it is for duels btw. I would have many more ideas otherwise.

I was stumbling around for hours looking for a pauper general that was
A. Evasive
B. Low costed
C. Had an interesting ability(ies) that impacted the board
D. Was in two colors
I can't believe I missed this one. This deck is cool, I mean really cool. Cool enough for me to order a French foil off of French eBay (couldn't find a Russian and I like French better than everything else) and buy the deck off of TCGplayer along with a few of reaper9889's suggestions. I'll be tinkering with this thing for a while.
I was really on the fence between this and baleful Strix and ultimately went with the sickly birdie but I want to give this commander a go. How has it played so far? It is a beast in sealed which makes me think it is way strong in pauper commander.
One of the biggest problems I've encountered is that Ghostly Flicker + Gray Merchant combo is the main way that I win, but my playgroup has caught on and doesn't ever let me resolve it. I have a very hard time winning my games.

The deck really wants to get the Ghostly Flicker engine running with Archaeomancer, Mnemonic Wall, or Scrivener. Then we have the option of bouncing our value creatures such as Mulldrifter to draw cards, Man-o'-War to bounce dudes, or Gray Merchant of Asphodel to kill our opponents. While we have redundancy with 3 different creatures for the combo, we have access to Mystical Teachings to find Ghostly Flicker.

If we need to gain life for any reason, such as a fast aggro decks, we have a couple Extort creatures in Basilica Screecher and Syndicate Enforcer. Additionally, Tendrils of Corruption can do a bit of damage, as well as Gray Merchant of Asphodel.
To finish off the game, we have some big creatures that aren't easy to kill, such as Benthic Giant and Horror of the Dim. Our other big creatures often have value attached to them, such as AEthersnipe and Prescient Chimera.
