Posted an updated list. The major changes I've made is reducing my wheel count in favor of more cards that help protect Nekusar. Keeping him on the field is a top priority. I am interested in including more stax cards, but it's been a challenge to cut stuff. I also definitely want to make room for Waste Not. Overall this deck is pretty competitive, but it's pretty vulnerable to fast aggro. I've been rolled by mono G more than once. I am also trying to find a spot for Damnation, which I plan to buy when I can afford it.
Thanks. I've been watching MCD's thread closely. This is definitely still a work in progress. Still need mana crypt. What other ramp do you suggest?
I plan to add Force of Will and Pact of Negation when I get copies. Also Vampiric Tutor. I find the tutors to be kind of underwhelming since there is so much redundancy in the deck.
One of my favorite things is the Notion Thief + Teferi's Puzzle Box lock. Hilarious. I used to have forced fruition in there but I cut it for Hive Mind. trying to keep the curve low and FF could bite me if Nekusar is removed.

I'd be tempted to run a Laboratory Maniac and maybe some Eldrazi to make sure your wheels and this combo don't mill you. Remember that the thief is a must not a May like Con Sphinx.

Elder Mastery is another lock like Helm of the Ghastlord. It's more expensive, but the effect is crippling since they can only cast instants for the rest of the game.

I did a keyword search for "shuffle graveyard" at magiccards.info. Mostly it found cards that shuffle themselves back in but it did find a few cards that shuffle your graveyard in to your library (mostly artifacts).
as far as i know the eldrazi are the only cards with that specific ability, you could run something like elixir of immortality, but i wouln't recommend it.

I ran into the same issue, especially since you usually end up with another wheel effect in hand after a wheel, so tutoring when you have a wheel, or to guarantee a wheel, seems to be a waste often. In fact you may then end up with 2 and put 1 to waste.

I like them. Example. I have mystical in hand and a preordain. I mystical for the right wheel, say i wanna male them discard as well, for more damage, or shuffle everything to refill my deck with wheels. Or i need yawg win to do a few more rituals and reuse wheels. I mystical, grab it.
Theyre good and bad. Just gotta get creative. Or D tutor for dream halls and explode with wheels!
Since building my Grixis storm deck I've been playing around trying to find something less hardcore while still fun.
My latest build is very similar to how I'd imagine Nekusar being built. So the following suggestions are from that experience...take them with a grain of salt.
#1. I love the blue wheels. I understand Timetwister is a cost issue if you can't/won't proxy. But Time Spiral is a must. Free spells are good.
#2. On a similar note I love "free" spells. I love them even more when combined with High Tide. Time Spiral, Snap and Frantic Search become rituals with Tide. Turnabout and High Tide wins games. Bubbling Muck is also pretty good. Though you kind of need the ABUR duals and some fetches for either to be be super effective.
#3. Psychosis Crawler is probably an all star for you. Why not clone it? Phyrexian Metamorph can also serve as ramp and Dack's Duplicate is just cool.
#4. Speaking of Dack...Dack Fayden is awesome. Even if you just use him to loot all the time.
More on subject with your deck and less on general Grixis stuff...
I don't like the Font of Mythos type effects. I'm not a fan of giving opponents cards in that manner. My preferred play style for Nekusar would be to get out things that make opponents take pain on their draw and my draw then cast Nekusar. Then chain wheels. Casting Nekusar and chaining the wheels would happen on the same turn. Which is why I think Spiral, High Tide and the untap cards are necessary.
Every time I've played against a Nekusar deck that tries to slowly bleed it loses because it draws someone else into a win con faster.
Finally, decks that wheel and draw lots of cards can afford to run fewer lands. I bet you could get away with 34. Maybe even as few as 32.
I agree about the howling mine effects. They are on the cutting block right now. Im probably going to put overburden back in. I also need vampiric tutor.
