Your land sounds combotastic. From Modern Zombies to Sam Black's Bombardment.dec. Alternatively, this could help aggro as well, utilizing dead and dying creatures as ramp.

Never played Planechase before but that plane can actually we good in control. Have a pillowfort and when you roll C, take a chunk of their life or make your opponent destroy their own creatures.
I like the static ability of your plane card. It's abusable with enter the battlefield creatures. Sure you can send the to their demise, but being able to reuse their effects can benefit you in the long run.
That dual land looks great. I wish there would be an "enters the battlefield tapped and does something trigger" cycle.
Your plane is either a value effect or a combo enabler. The graft effect is just bonus but could also enable the first effect.
Your land is great in aggro and midrange decks. It can be also be a pseudo removal that is fetchable with Knight of the Reliquary. Definitely has playability in competitive formats.
I like your land as it can enable/help non-affinity artifact strategies in Modern and Legacy. While Legacy already has Ancient Tomb and City of Traitors, those lands are inconsistent if you depend on those your mana base. Maybe a turn 2 Trinisphere is what Modern needs to actually make combo decks "fair".
Your plane card could help aggro decks in the face of removal but if it's all done outside of main phase, the mana could be useless (unless you can invest them on instants or mana sinks). Maybe it will be helpful in Pox strategies.
Your land's wording seems unclear. What if the creature already attacked? Shouldn't the wording be "Activate only if you control a creature that attacked"? I'm not really sure if this land being red helps it. Normally, red decks are blazing fast and want to do as much in the early turn. Coming onto the field tapped is a turn/tempo lost. Red decks that usually use double mana lands tend to be more controlling and doesn't really attack in the early turn (like Blood Moon Stompy and All-in-Red (an old Extended deck) strategies)
I like your plane though. I've never played Planechase before but I know Ramp is one of the most popular casual deck formats out there.
your plane's name already exist but that said, I think your plane has a cool fairy theme that goes back to the original Lorwyn lore (like what your plane name suggests). Mill is also one of those casual decks so this could be attractive to those players.
Your land could be an aggro or control miser land. It's good in aggro as you can actually get rid of chump blockers with it. It's good in control (or midrange) because as your opponent amass a creature base, you can get this land going and target your opponent's creatures to fight your bigger creature (which is usually what control/midrange decks have as finishers).
BTW, I don't know if you've seen it but look up "Rob Ford tackles an elderly woman."
As for whether or not my plane should be power or toughness or just power, I felt like making it toughness as well made the word count higher than I was comfortable with, as well as making the whole thing too efficient. Only using power also fits in more flavorfully for Zonot Four, from the Planeswalker's Guide to Gatecrash Part 2:
Zonot Four. The largest of the zonots has the marine troll Trifon as its speaker. The culture here is more brutal and direct than elsewhere, and the residents are larger on average, too.
Land- Okay, my art professor has shoved this down my throat this whole semester: Coliseums are completely round, self-standing structures; amphitheaters are semi-circle stadiums built into the sides of hills and mountains. A Hillside Coliseum cannot exist.
You're right, I was basing the name off a mental image I had and it actually should've been Hilltop, not Hillside.
JUDGINGS
Interesting land, I could see it being abused in a combo (looking at you, Ghave, Guru of Spores) but no more than any already existing combo card. The plane is a bit harder to judge, but I confess to not being a fan, the chaos ability can be completely negated by just waiting for the second main.
Your land is lacking a rarity, but I couldn't see it any higher than a common, it's rather unexciting, reminds me of Seraph Sanctuary. Your plane is...ok, it's also kind of unexciting but I could see it getting printed, though the chaos ability might be a little powerful.
I'm not a fan of the whole "die from lethal damage" thing, but there's not much you can do about it. The chaos ability is, well, broken, whoever rolls chaos first will get put so far ahead, I can imagine this plane effectively ending games on turn 1. A land with an ETB effect that costs mana is interesting, there's a kind of decision making process where you have to decide if you want to save this for value or just use it as a tapped dual. If I had a criticism it would be that I'm not sure the ability pushes it to rare.
Paying mana to add colorless mana to your pool seems a little odd and makes the land weaker because it can't make mana by itself. I understand what you were going for because of your colorless mana theme, but not being able to produce mana by itself really hurts it. Your plane is interesting, especially the chaos half, due to the fact that it seems symmetrical but most of the time only the active player will be able to use the mana (they could even use it to keep rolling the planar die)
I like the land, basically a "spend this mana only on combat tricks" ability. It's probably pushing the power level a little but still acceptable. The plane is quite strong, its passive ability is pretty good and the chaos ability is kind of nuts.
Your plane feels too oddly specific, if no-one has any flying creatures it just doesn't do anything and even what it does do isn't that impressive, it feels like a plane most players will just want to move away from as soon as possible. There's nothing terribly wrong with your land, it seems a little boring and possibly a little weak for a rare.
This plane is way too insular, since it'll almost always only work for one person, if that. The land is ok, maybe a little strong, I'd like to see it enter the battlefield tapped.
SelesnyaNewLife - Glen Elendra has already been taken as a plane, but it is a solid card. The land has a reasonable restriction while still being powerful enough to not want to see on the opposite side of the table.
Egak - That's a pretty reasonable restriction for a two-mana land, and I suspect it is not broken (but it is hard to tell). The plane has a pretty interesting mechanic that rewards tossing fairly high-priced creature into the meat-grinder, and you could easily build a deck to synergize with it.
Hankroyd - The land is hard to evaluate, since it seems like providing colorless mana would hurt its playability in the blue-black decks that would be most likely to want to run it. You can probably get an average of five or six mills in a decent game, which gives this value about akin to a cantrip. The arena has a simple and solid effect.
Ryder - I could see a lot of monocolor rush decks getting good value out of this without having to worry about its colorless downside too much, but it probably wouldn't be abusive, as it takes some work to pull off (although I fear combo potential with 1-mana artifact critters). The plane nearly nukes the board when it lands, but the chaos effect is underwhelming.
ced395 - That's an interesting land. Combined with blue or green, it could be used with flash creatures to get bigger bodies on the floor, but most of the time it just enables bigger combat tricks. Being rare hurts it, since I don't know if it is strong enough for Constructed, meaning its only real chance to shine would be as a build-around in Sealed. The plane has some wording problems, but the effects synergize well.
Freshmeat - The plane seems solidly balanced. The land's repeated fight ability on top of not hurting your curve is very strong, and I worry it would be too much.
(nameless_one) - That plane ability is a more focused than any printed so far, and I don't know if it really fits Wizards' current design space. The land's ability is neat, and it has great Limited potential as well as being a Constructed contender.

I've never played a Planechase game before but that plane sounds aggro/ramp oriented.
Never played Planechase before but that plane can actually we good in control. Have a pillowfort and when you roll C, take a chunk of their life or make your opponent destroy their own creatures.
That dual land looks great. I wish there would be an "enters the battlefield tapped and does something trigger" cycle.
Your land is great in aggro and midrange decks. It can be also be a pseudo removal that is fetchable with Knight of the Reliquary. Definitely has playability in competitive formats.
Your plane card could help aggro decks in the face of removal but if it's all done outside of main phase, the mana could be useless (unless you can invest them on instants or mana sinks). Maybe it will be helpful in Pox strategies.
I like your plane though. I've never played Planechase before but I know Ramp is one of the most popular casual deck formats out there.
Your land could be an aggro or control miser land. It's good in aggro as you can actually get rid of chump blockers with it. It's good in control (or midrange) because as your opponent amass a creature base, you can get this land going and target your opponent's creatures to fight your bigger creature (which is usually what control/midrange decks have as finishers).
BTW, I don't know if you've seen it but look up "Rob Ford tackles an elderly woman."

Egak - That's a pretty reasonable restriction for a two-mana land, and I suspect it is not broken (but it is hard to tell). The plane has a pretty interesting mechanic that rewards tossing fairly high-priced creature into the meat-grinder, and you could easily build a deck to synergize with it.
Hankroyd - The land is hard to evaluate, since it seems like providing colorless mana would hurt its playability in the blue-black decks that would be most likely to want to run it. You can probably get an average of five or six mills in a decent game, which gives this value about akin to a cantrip. The arena has a simple and solid effect.
Ryder - I could see a lot of monocolor rush decks getting good value out of this without having to worry about its colorless downside too much, but it probably wouldn't be abusive, as it takes some work to pull off (although I fear combo potential with 1-mana artifact critters). The plane nearly nukes the board when it lands, but the chaos effect is underwhelming.
ced395 - That's an interesting land. Combined with blue or green, it could be used with flash creatures to get bigger bodies on the floor, but most of the time it just enables bigger combat tricks. Being rare hurts it, since I don't know if it is strong enough for Constructed, meaning its only real chance to shine would be as a build-around in Sealed. The plane has some wording problems, but the effects synergize well.
Freshmeat - The plane seems solidly balanced. The land's repeated fight ability on top of not hurting your curve is very strong, and I worry it would be too much.
(nameless_one) - That plane ability is a more focused than any printed so far, and I don't know if it really fits Wizards' current design space. The land's ability is neat, and it has great Limited potential as well as being a Constructed contender.
