This was my first EDH deck and is my most consistent still to date. My friends hate the way this deck can win or go infinite in the blink of an eye, thats how it got dubbed Oops I win. I'd suggest turning some of your +1 artifact mana sources into +3:
Prismatic Lens (you shouldn't need mana fixing in two color, just acceleration)-Gilded Lotus
Star Compass-Thran Dynamo
Fellwar Stone-Worn Powerstone
Jeweled Amulet (charging lands are good, charging artifacts, especially if you can only remove one counter at a time, suck)-Sisay's Ring or Ur-Golem's Eye.
Also, any deck that has Kiki and plays blue should have Intruder Alarm.
You do have access to some pretty good card advantage spells in blue, I personally don't like stuff that just replaces itself like Ponder, Portent, Impulse, and Brainstorm. I'd prefer Concentrate, Tidings, Opportunity, etc. (maybe even Compulsive Research). You could also include Mind's Eye which is a card-drawing house!
why has no one suggested Inkwell Leviathan that card when combined with Obliterate is just freaking sick in a Jhoira deck. This is especially true if you have things like Time Stretch waiting to unsuspend as well.

I think this deck is just trying to build up mana, start playing and recurring Time Walks while suspending spells and casting draw 7s until it assembles either Planar Portal + Beacon of Tomorrows, Mindslaver locks, sticks Tidespout Tyrant for awhile or just uses the extra turns to beat down with an Aeon Chronicler or something. If this is correct then I think the selection spells like Ponder, Brainstorm, etc are much better than the expensive card drawing options since all you are doing is digging for more time walks and recursion for your time walks. I definitely second Recoup though, card would be awesome here.
Op's deck list fixed. It was a pain for me when I was trying to use it for tips when I was building my Jhoira EDH deck, so maybe this will save someone time. Great deck list btw!

the coolest multiplayer tech you aren't playing is Piracy. it enables some pretty big turns once in a while and most people have never heard of it.
Since there's no manaburn can't your opponents just tap all their lands in response to this so you cant do anything with their land?
You would almost be better off Playing mana geyser since your opponents are more likely to tap out playing edh than they are to leave a bunch of land untapped.

wow, you suggested a lot of equipment cards, while she doesn't play that many swingy creatures. You suggested taking out card finding cards like ponder and brainstorm,when she IS playing combos and bomby cards. You don't know how to build decks. Seriously, when you said take out brainstorm I laughed.

I'll go down your list and offer some opinions.
All the time warp effects are good. You really want to keep drawing into them, so redundancy helps here.
Knowledge Exploitation seems weak here. 7 mana for that effect isn't worth it. You'd usually be better off with Bribery or Acquire for this kind of effect, but I think you can do even better than those.
Draw 7s: Timetwister, Time Spiral, and Memory Jar are good. Wheel of Fortune might be worthwhile, I'm not sure yet. Windfall, and Dragon Mage probably aren't good enough. Wheel of Fate definitely isn't.I get that you want to draw lots of cards so you can funnel them through Jhoira...but your opponents can use those cards too. This many Draw 7s only work if you can dump your hand really, really fast, and I don't think you can do that consistently. I think that Windfall is too inconsistent, and Dragon Mage and Wheel of Fate are too easy to see coming and prepare for. You don't really need this many Draw 7s.
Your cheap draw spells are okay here. Don't be afraid to cut Ponder or Portent though...sorcery speed can be a pain. Personal Tutor probably isn't needed either--you have enough redundancy in your sorceries that you shouldn't need this. It's also very slow, card disadvantage, and gives your opponents a full turn to prepare for whatever you get. You'd be better off just running another draw spell.
Frantic Search has very little synergy here. It's a great card, but in this deck, you can do better.
Mana Flare is going to help your opponents more than it helps you. If you play big multiplayer games and want it for politics, okay, but it's not objectively very good in this deck. You could lose games because of this card.
Likewise, Eye of the Storm seems extremely dangerous here. Yeah, if you're lucky you can chain some time walks together and keep going forever...but if you're not, or if your opponents have some cheap instants, you could easily lose a game you would have won, just because you played this card. I suspect it's win-more, and too risky. Do you want to play a 7 mana enchantment, just to deal with it backfiring and your opponent stealing all your time warps?
Lightning Greaves is pretty terrible here. Nothing in your deck needs haste, at all. It's only real function is to protect Jhoira, and this doesn't do a good enough job. Instant speed removal or counterspells will still get her, and that's what you should be worried about. Very weak in this deck.
I'm not sure Palinchron is consistent enough here. It only really combos with Mana Flare, which isn't enough to justify either card, especially considering that you don't really need infinite mana for anything. If you ran Tolarian Academy too, this might be worthwhile...but it's probably not worth running either.

So...stuff to add. A lot of it has already been suggested.
Recoup was made for this deck. Continuing your Fork theme, both Mirror Sheen and Mirari are very good in this deck. Mind's Eye is extremely powerful as well.
Gilded Lotus, Thran Dynamo, Coalition Relic, Darksteel Ingot, and Coldsteel Heart are all good acceleration cards, and should probably replace your current artifacts. Colorfixing is at a premium in 2 color decks; these, except for Thran Dynamo, can help you get the color you're missing. Mana Crypt is also stupidly good. If you're playing Timetwister, I'm assuming the price tag isn't a problem.
Planeswalkers are strong in this style of deck. Jace Beleren would be a good fit, and Tezzeret the Seeker has potential as well, especially if you add some more cheap artifacts.
You should really run Obliterate. It absolutely wins games in this deck, more than any other single card. Decree of Annihilation and Jokulhaups should be strongly considered as well.
Pestermite is nice with Kiki-Jiki, to put it lightly. Kind of weak otherwise though. Not sure I can recommend Intruder Alarm, it doesn't play nicely with taking lots of turns. It can also often let opponents go infinite on you, which is never good.
Big smashy creatures are actually very good in this deck. Sundering Titan and Darksteel Colossus should both be considered. Memnarch is amazing in any base blue deck. You might even consider something random like Dragon Tyrant...it's easy to imagine this swinging, hastily, for 20 or more damage.
Finally, run some counterspells. Just do it. There's a lot of synergy with Jhoira, who can easily afford to keep lands untapped until opponents' eot steps. You have tons of great spells that will be coming in during your upkeep, with mana to protect them. Why not be able to protect them? Mana Drain and Hinder should be autoincludes. Cryptic Command, Forbid, and Force of Will should probably also be in here. Maybe more too.

an added bonus is being able to imprint multiple cards onto the Mirror, example being if you don't have an extra-turn effect but have the mirror, feel free to imprint that Brainstorm or Tidings. Or even imprint Cryptic Command (was fun).

Panoptic Mirror is banned, because of the interaction you mentioned. Personally, I don't think it's any more broken than a lot of other 2 card combos in the format, but go figure.

Here's my current list. My meta is basically Sliverqueen 5c Stormcombo (ridiculously consistent goes off turn 4 without disruption and is the main reason I run two Bloodmoon effects, stasis, and mana short), Erayo (Self-explanatory), Zur (also obvious), Sharuum (infinite combos gallore) Rofellos (sigh...), and Vorosh (the only other relatively noncombo competitive deck in the meta) plus some randoms who sadly just want to have fun and unfortunately decided to play at our store. I have my Teneb deck for them, much much more fun.
Im working on getting my mana drains and time spirals but those might take a while. Fury Charm has never failed to be amazing. Savor is just for when I really need one turn to go off. Havent been able to find a recoup around my store but Im trying to get one (5c player snagged one right before me). Might try to fit in more Blowuptheworldandpainttheskywithfire effects in but not sure if some of them are worth it. Creatures are barely ever a problem or a threat in our meta except for our resident Doran deck.
It can obviously be improved but I find myself playing defensively against, well every deck in my meta, and trying to disrupt their arcane laboratorys, sculpting steels, ad nauseums (5c storm with this card is ban worthy), and turn 3 plow unders until I can get an obliterate suspend-train down or hardcast jokulhaups with chronicler/detritivore suspended. Its stressful to say the least, as Im definitely the slowest deck in the meta.

Deja Vu and Sage's Knowledge seem too narrow. I'm not convinced you need them. Relearn is okay.

Have you realized how close you are to an infinite combo with Future Sight/Magus of the Future and Sensei's Divining Top? Add a way to make the Top cost 0 (Etherium Sculptor, Helm of Awakening, or Cloud Key), and you can draw your whole deck. Might be worthwhile; also goes great with Tidespout Tyrant. Mana Crypt would help with this too. Trinket Mage is great in any blue deck, finding Sol Ring or Top (potentially Pithing Needle or Tormod's Crypt too). Tezzeret fits in well with these additions (add Oblivion Stone too, if you add him).

Crystal Shard should be an auto-include, protection for Jhoira and combo with Izzet Chronarch/Anarchist. It's so good here that the weaker options Tawnos's Coffin and Erratic Portal might also be considered.

Anyways, any deck that plays Kiki-Jiki, Mirror Breaker should probably also include a few of his "I win" infinite combos. Pestermite and Intruder Alarm both come to mind in your colors.

It can obviously be improved but I find myself playing defensively against, well every deck in my meta, and trying to disrupt their arcane laboratorys, sculpting steels, ad nauseums (5c storm with this card is ban worthy), and turn 3 plow unders until I can get an obliterate suspend-train down or hardcast jokulhaups with chronicler/detritivore suspended. Its stressful to say the least, as Im definitely the slowest deck in the meta.
