I think you could definitely find better cards than these ones you are currently running:
-Savor the Moment: Do you really have any way to abuse this, or is it just for the extra upkeep and land drop?
-Banefire: Jhoira wants big spells, not X-spells. Searing Windish cards are better here.
I am a huge advocate in Mind Stone in 1-2 color decks with solid fixing. Extra mana or a cantrip, whichever you need. Greater Gargadon definitely should have a spot here if you can get one cheap. Otherwise, red has plenty of dragons and big flying monsters to choose from, and blue has a fair selection as well. Nucklavee has done wonders for me as well, and he should be REALLY cheap now that he is leaving standard.

Rift Elemental is a card that surely should see play in every jhoira edh?? No suggestions as to what to take out, although you do seem to have a couple more mana accelerators then I'd be running.
In my opinion if you have cash, you are not a bum, you are an adventurer. Bums are poor and eat dead birds on the side of the road cuz they have no other options.
I eat dead birds at the side of the road, they call it KFC over here.
If you are looking for another fatty, I would definitely recommend Inkwell Leviathan. Also, because you are running Tezzeret, I would also recommend that you add an Oblivion Stone. It really discorages people from attacking you, as well as it allows you to get rid of anything that is annoying you.
