1) I don't own a Lackey or an Instigator. Otherwise they would be in here.
2) I know Dong-Zhou doesn't really fit with the goblins, but he's an awesome mono red legend that's been in my binder for a while. With the abundance of fatties in the format it's easy to cast him and do a great deal of damage the turn he comes into play.
3) All my Earthquakes are currently decked elsewhere.
4) Is a fourth Threaten effect (Mark of Mutiny) worth adding?
is just thirty lands really enough for this deck? I have never played a mono-red EDH deck so I really don't know, but I would imagine that you would want at least 34 lands if not 36 to make the consistency of the land drops worth it....

So far it seems to be working. Especially since most of the cards in here are lower casting costs. I was thinking of maybe at least bumping it to 32, though.
1) This deck has several means of punishing nonbasic lands. I don't want to punish myself with my own cards. For that reason I am considering dropping Valakut or another mountain and going all basic. I could see putting the red cycling lands in, though.
2) Valakut is not there as an engine or because I expect to get it. It's there as a bonus in case I do draw it. And if I do draw it, I want the rest of my lands to feed it. The absolute quickest it can come online is turn 7 anyway (Mountain or valakut turns 1-6, Mountain turn 7)... it is nothing more than a bonus.
have you considered Expedition Map to help you get Valakut out quicker?

both cards are cool...but not powerful enough
Or, instead of running Burning Field, run Beacon of Destruction. Seems strictly better. Instant, hits creatures or players, potentially reusable.

This search should help out: http://magiccards.info/query/cards/8422684.html but to name the ones I'd put in: Balduvian Trading Post, Barbarian Ring, Forgotten Cave, Ghitu Encampment, Goblin Burrows, Keldon Megaliths, maybe Shivan Gorge, Spinerock Knoll, Teetering Peaks etc. I realize you want to maximize Valakut, but I think you're losing a lot more than you're gaining, as the chance of you drawing Valakut is pretty slim, vs. having some other utility lands to help out.
