My playgroup is very competitive; we play 4 player EDH almost every other day. I've been trying to build up my Heartless Hidetsugu deck to control all of the artifact shenanigans and the aggro ideas that people have. This is my first post, so please forgive me for most likely not formatting this correctly.
If you guys could help me with some better cards, I would greatly appreciate it!

Without question, all the one-shot, single-target burn (Incinerate, Burst Lightning, et cetera) should be replaced; they don't cut mustard in multiplayer EDH.
I see you are running 2 of the fetches that you can use, the others are Bloodstained Mire and Wooded Foothills. Spinerock Knoll is another interesting land to consider, since you can probably easily meet the hideaway requirement with your general. And other lands to consider, although I don't know how useful they will be to you, are Shinka, the Bloodsoaked Keep and Hammerheim.
Fork is a situational card, but can be useful depending on what your opponents are packing; Heat Shimmer is a good one trick use that can take out enemy generals in a pinch.

On the other hand, you should run as many sweepers you can (Wildfire, Starstorm, Fault Line, and so on).
The problem with this is...Gaddock Teeg ruins all my hopes and dreams. And my buddy REALLY likes to play that deck, so all of my little burn goes into picking off Generals so that my game plan doesn't get wrecked. It's also good to make sure some Generals like Arcum Daggson don't work...I just kill their 'thopters
But those sweepers seem really good...Starstorm I have in my deck...must have missed typing it in.
You could also run Nevinyrral's Disk and Oblivion Stone as ways to deal with enchantments, in addition to other permanents, and possibly All is Dust.
Now if only I owned some...I'll definitely look into getting some
I'm on the fence about Quest for Pure Flame. Sometimes it seems easy to trigger, but then it would have to sit on the field for one whole round and not get disenchanted...
Tsabo's Web doesn't really hurt other players in my playgroup. And I like my Shivan Gorge untapping.
Smoldering Crater, Forgotten Cave and Blasted Landscape all should go in. They are just simple cycle lands but anything cycling really speeds up your game. If its unneeded you can always ditch it for a cheap draw. While on the subject cards like Lay Waste, Volcanic Submersion, Solar Blast and Starstorm all would fit well with the deck. providing useful hate and added draw power as an option.
Another great option for draw power (or a little hurtiness) is Browbeat Draw 3 or an opponent takes 5 damage for 3 mana. sounds better than a Carbonize to me.
Also great adds are Spellshock, Breath of Darigaaz, Chain of Plasma and Pyrostatic Pillar
Let them play all the spells they want itll start hurting really fast. Spellshock is a bombshell in multiplayer.
Another strong option is the pain land strategy. Zo-Zu the Punisher, Ankh of Mishra, Cosi's Ravager, Manabarbs, Price of Glory, Tectonic Instability
Its a complete package and if you can manage to throw most of that on the table on top of a spellshock itll really make anyone think twice about even trying to play a spell. Its funny watching the reactions of someone trying to figure out how to play anything in their hand without devastating themselves in the process.
Another very useful option for artifact hate would be Viashino Heretic. Repeatable hate is always nice or you could go with Builders' Bane or even better Furnace Dragon for mass hate. The funniest thing you can do is throw in a Mycosynth Lattice then drop the dragon down. playing a free dragon to completely wipe the field is a pretty nutty play. Good luck having your opponents regrow from that mess.

Punishing Fire is great for picking off the X/2 generals. Teeg, Jhoira, Rhys, Dagsson, Merieke Ri Berit... gone. There is a very high chance of someone just gaining a bit of life to recur this guy.

Aha! That's awesome. And now theres a new mono-white EDH in the meta, I can actually utilize the recursion.
The only problem with Rekindled Flame is that it doesn't kill a Zur with haste...

Kazuul, Tyrant of the Cliffs is a great defensive trick, Hateflayer is good reusable burn, Akroma, Angel of Fury has protection from parts off almost all the decks you listed.

Godo, Bandit Warlord would let you fetch and put some of your awesomely synergistic equipment into play.

Tell me about it. Stopping a Tidespout Tyrant/Rite of Replication combo with Reiterate is tech.

Banefire, Demonfire, Cometstorm, Starstorm, and a Boseiju, Who Shelters All are the best I can suggest. And always run an Explorer's Map if you rely on lands like Boseiju.
Have you considered Zo-Zu the Punisher as your general? Him+Basilisk Collar or Loxodon Warhammer is a real powerhouse in multiplayer games.

Hammer of Bogardan will take out X/3s, and it recurs by itself.
Rekindled Flame will kill Zur, and it can be easy to recur if someone is playing discard or unloading their hand quickly.
Both Punishing Fire and Hammer take out Teeg, which I know sum1unopk has said Teeg is a problem for him. This should mitigate things a bit.
Then I'd run Shard Phoenix, Magma Phoenix, and Skarrgan Firebird for recurring creatures that double as repetitive sweepers.
