No, there was never any art. There's no way I'd find art for all the cards to fit the setting I have in mind. Especially not of decent quality (my personal opinion is that often the art in homemade sets is far from up to par so why even bother). The styles would be all disjointed and jarring, and I'm not really down for that.

This card needs to be fixed. It is utterly broken in half in any older format. I hope you realize that as worded, it is *better* than yawgmoth's will. Think turn 1 Lotus -> U/B mana source, plucking. Infinite mana and storm. It should probably be changed to RFG the cards after they are played. Even then, it's still more powerful than Will. Personally, I think it needs to be nerfed down to sorcery speed and/or to only be able to target opponents.

This may have already been mentioned, but if not, I thought it was worth saying that Arcwright Factory is a single card infinitely large creature that generates infinite colorless mana.... this is likely to be problematic... especially on a land....

Though I'm not overall concerned with balancing the set against other formats (though I did make an edit to the previously-reviewed Covetous Plucking to remove any card put into the affected graveyard this turn from the game as to cull any shenanigans), one card being a one-card infinite mana/infinitely huge creature engine is clearly warped and needs to be changed.
I swapped the 2 and the 1 in the mana ability so it now reads:
,Q: Add 1 to your mana pool. 2: Arkwright Factory becomes a 2/2 Assembly-Worker artifact creature until end of turn. It’s still a land. T: All Assembly-Workers get +1/+1 until end of turn.
Well, it now no longer goes infinite, and that was my main concern.
You might still worry about the power level of it, as as it is now, it's a shade.

Though I love the design of the cipt-painland cycle, I have to wonder whether some of their abilities are too strong. The green lands' effects are safe (the is probably on the weak side, actually.) But the blue and black lands seem like they may be a little over the top.
Phalerated Hall's ability may be a bit much since on top of Coastal Tower (which, I know, is beneath the curve now,) you're getting a near free Treasure Trove. This is not bad at all for a land, it's really quite good.
The land seems severely abusable. Repeatable EoT land destruction on an Urborg Volcano? Seems like a bit much. At least Dwarven Blastminer was fragile.
Finally, if you manage to get your opponent into top-deck mode, the land is practically a Zur's Weirding except for instants. That's not 'as' serious, but it seems like it could lead to some significantly unfun games as players are suddenly not allowed to draw non-instants.
The land could use a significant buff. 3 and 1 life is just not commensurate to 1 damage to a creature, especially not in a color combination that can rarely afford to drop a land into play tapped. I would suggest making the effect cast shock.

@Lon: I added 1 to the cost for the pump ability so it'd end up a bit more even with the standard shade ability since this can spread to other cards as well and all.

I knew it had to change when I realized that any future set in the block was going to focus a bit on artifacts and lands producing copious generic mana with steam counters (as part of a steam counter subtheme that started with this set). That all but required this land to scale back a bit so it wouldn't dominate the others.

So this is a bit of a necro, but I've since figured out how to post the MSE file for those who are interested in perusing it. The flavortext is obviously not completed, but the set as a whole is finished. A follow-up has been on my mind for some time and that may see fruition at some point this year.
vehicles are a really cool idea.
I think having vehicles that function differently based on the number of creatures attacthed is a good idea too.
