Diminish is a p/t setting ability so applies in layer 7b inspired charge applies in 7c. As the effects apply in different layers timestamping is not relevant the Mastadon is a 3/2

Diminish is a power-toughness Setting effect, and applies in layer 7b. The Boost from Inspired Charge applies in a higher layer, so you get a 3/2. With Volcanic Strength, it's the same deal.
With Gigantiform, you have two P/T setting effects being applied in the same layer. The one with a later timestamp applies. So if you diminish something that's already giant, it'll shrink to a 1/1. If they Gigantiform something after it's been Diminished for the turn, they get their 8/8.
Power/Toughness counters apply in layer 7d, so they will still apply after a creature is diminished.
