The point of the deck is to have Jhoira suspend one of your destroy or return cards such as Jokulhaups or Evacuation, then on your second turn suspend a big fatty like Ulamog, the Infinite Gyre or Kozilek, Butcher of Truth. All opponents cards become wiped and they have one turn to retaliate. Then a fatty comes out.
why aren't you running apocalypse? it is amazing with Jhoira. 5 mana = clear the board of all problems, prep the way for the incoming suspended guys, preempt future shenanigans by opponent by mutilating his/her manabase (geddoning them in a way outside of crucible's saving reach).

thats what i need in my deck! its an excellent board wipe card that can definitely replace upheaval.

2. Cards like Wildfire and Destructive Force just aren't big enough in EDH, I try to live by "If it can't kill a Titan, it ain't worth packing." Starstorm is more up your alley I believe.
3. Buyback is your verybestfriend(Clockspinning in general does so much it's nuts. Add or subtract loyalty counters from planeswalkers, level up at instant speed, this cards applications really knows no bounds).
P.S drop Dissipation Field and save yourself a world of hurt from anyone who wants to replay their Terastodon or Chancellor of the Spiresor ect...

When you list an example like Temporal Manipulation, do you use that to mean you won't spend $40 on any one card, or that your general budget for buying additional cards is under $40? I would like a more concrete statement of what your budget is, if you don't mind sharing that information. I ask these questions because it would be nice if you specified around how much your total budget is for card suggestion purposes. Depending on how much you are willing to invest, certain expensive cards may be worth purchasing simply because there are no cheaper substitutes for what they do. Spending $10 each on four great cards that you'll always play beats forty $1 cards that are just mediocre and end up getting replaced in a few weeks when you get the money to buy twenty $2 cards as replacements because the first batch couldn't cut it.
Other than this, my main piece of advice would be to look around at other Jhoira builds. Jhoira is a fairly common general with a straightforward strategy, and as such there are many lists and primers that expand on the exact same things the people above have suggested as their supposed "secrets."

A card like Serra's Sanctum's dollar cost is something I wouldn't mind in investing. As you may see from the update, I recently got cards like Sensei's Divining Top, Time Warp and Wheel of Fortune. Those types of cards averaged is a good idea of what my budget may be. So to answer your question, $20 and the maximum.
And yes, I've been looking at other deckbuilds of Jhoira. I have been before making this deck. Before there was a lot of cards that may be considered more of a "budget EDH" deck. But now I have more Jhoira staples. And I know that that the mentioned "take an extra turn" cards from the "I don't plan on going out and spending a lot on cards like" list are great staples for Jhoira, it's just something that I'll never be pleased to invest in reason being, the dollar cost.
Truth or Tale should really be Fact or Fiction - its just straight up better.
No Sol Ring? They're really cheap price-wise now, and so much better than Palladium Myr.
Duplicant, Solemn Simulacrum and Mimic Vat are all staples, and for good reason. Phyrexian Metamorph is better than Clone, and Future Sight is better than Magus of the Future.
Some amount of counterspells is probably needed as well, as people tend to dislike losing, and will target you fairly early because you play such a broken General.
Also, the mana base is pretty bad, but I'm sure you realise this
But seriously, Jhoira is so insanely broken as a general that even the worst lists still win, and this is far from the worst I've seen.
