I have to admit I was pre building this deck after the hint of her ability, so all I did was tweek it when I actually saw the card spoiled.
The Idea of the deck is to toss down Kaalia and become come the most hated player on the table as fast as possible. Hopefully you have out some means to protect her or bring her back if she is killed. the deck still has tons of ramp, and side strategies to keep afloat if plan A (Beat face) fails.

As for tutors, Ive got 3 counting lillianna, and I've always been fine with that. But Phyrexian Reclamation sounds like a great idea.
I thought I added Urborg, Tomb to Yawgmoth in there... Must have slipped my mind. Day over wrath is just because thats what I have. hallowed burial Ive never used before, but since I'm running some graveyard manipulation my self, I dont want to screw my self over as well.
Hallowed Burial is just about the best Mass Removal Spell ever printed when it comes to Commander. There is no reason not to be running it when your colors include White. This is because it is one of the few surefire ways to get rid of opposing generals more or less permanently.

when i saw this card spoilt this evening it got me thinking. i have never used these colors together before. now it looks like they gave me a good reason to.
lots of board wipes n recursions. living death is awesome, balthor the defiled, bladewing the risen, victimize and of course karmic guide who is also an angel (i sometimes forget that she is an angel. i think it's because she doesn't have a very "angel like name"). and since you are using reanimation you must sculpt a loaded up graveyard with entomb and buried alive. you want anger in the yard. diabolic intent n gamble r good for tutoring. cataclysm might be nice because once your general is on the board you can keep cheating stuff into play while everyone rebuilds. in fact armageddon n ruination r very strong too depending on how you get down with the LD. since you can't always rely on tutelage to find exactly what you need, digging deep in your deck is important so you can find the perfect card. soooooo wheel of fortune n scroll rack r amazing here. You know i'm talkin about DRAGON MAGE (possibly the best dragon to sneak in with kaalia in these colors. if not the best it is still my favorite). of course sensei's divining top top and maybe even crystal ball.
speaking of cheating- sneak attack is perfect with all the awesome creatures in your deck.
if you want to be a big baller you can play loyal retainers (i think you definitely need this) imperial recruiter for additional tutelage (you need this) and zodiac dragon (awesome with sneak attack. p3k cards are very cool do they justify a loan?).
mother of runes needs to keep the situation safe. i feel like goblin welder can be awesome here but i haven't thought much about it yet. spot removal is important and you r black white so u gotta get vindicate n mortify in. and smash since you are red and it's good n sunforgerable. praetor's grasp is probably just good to get something you need or get their bribery which is lolz against your deck. i think to combat theft you need theft of your own along the lines of grab the reins (sunfrgerable). probably want phyrexian arena for cards in the hand. maybe some cards that untap your dudes and give you more combat (you definitely want that), perhaps hellkite charger?
for artifact ramp- focus on rocks that make colored mana and cost less than 3. get your general out a turn early.
it's such an awesome general and so many good cards it makes me really excited.
that said, kaalia might stronger as an addition to a scion of the ur dragon deck than as a general- because you get access to survival of the fittest (omg) and a strong concentration of synergistic and awesome creatures that are barred from a 3 color deck.

Argentum Armor? Perfect for Skittles (via Stonehewer Giant), or turns Kaalia's fragile 2/2 body into something a bit more robust (lethal if she connects 3 times) - not to mention it doubles as repeatable removal (clears a path, blows up land, ... very versatile). You don't want Stonehewer sitting idle after only fetching Lightning Greaves and Sunforger, do you?

I'm sure this has been debated in countless other threads, but I'd have to go with Austere Command over Hallowed Burial in an EDH vacuum every time. Tucking generals is fine and all that, but the versatility of Austere Command is far more useful in this format. There are plenty of decks that just don't care if their general never gets cast.
Also, i would add more kick-a$$ Dragons and avoid the Stoneforge mystic Route since your creatures are going to be big enough and the deck is mana hungry all the time....No need to tie the mana paying for equipments.
I would recommend Silver Seraph and Victory's Herald in the angel package. It shouldn't be to difficult to gain threshold for Seraph and +2/+2 can help Kaalia. Victory's Herald I believe won't be as useful coming in from Kaalia but added evasion could help in the long run. I also second Dragon Mage.
These are all good suggestions, but what do you suggest taking out of the deck for them. I mean, sure there are a lot of possibilities, but too many to just list them all, with out saying some are better then others.
Although I think that means shes a really good general, something this wedge very much needed.
I had a list of suggestions I wanted to throw out but I'm in a hurry so those will have to wait. So instead, questions.
Is this an aggro, midrange, or combo deck? Cards like Silver Seraph and Bassandra make me think we're aggro'ing out, while our prohibitively high cmc suggests we're highly dependent on our general to make this all happen, and Rakdos is clearly only viable as a combo strat. Clearly this general is going to attract massive amounts of hate, any list we put together needs to have ways of winning without its general as I predict Kaalia will die just about every time she hits the board. This is important because the average cmc of all these angels and dragons is close to six, which means we may not see them for a while if something happens to the general.
What cards/answers are you all finding in black? Right now my list is rather light on playable demons, but black does have all the best card drawing and card tutoring (necropotence, demonic and vampiric tutor, Vess, etc.), and of course it also allows us to play Vindicate. But what else?
Right now controlling the board through repeated ETB effects or graveyard effects from cards like Angel of Despair and Yosei seem like the way to go. Which is to say to can rely on this strat without having to over commit yourself to on strat or another.
Probably an aggro deck. my initial answer to the hate that will be thrown Kaalia's way is recursion, since no one in my play groups likes to hate on that (most play it themselves) but not to a point of making it a reanimate deck. I personally am all about fun for this kinda thing and since I love demons, dragons and mostly angels I wanted the deck to reflect this. I am very fine with dieing so long as I'm spewing out holy/unholy and burning threats and have a blast doing so. I can happy say my play group isnt top knoch competitive and we just like having fun.
I do like what your saying for ender the battle field effects, and I put alot of angels in there that can protect kaalia as well, such as deathless angel and the likes. I have been thinking if I should add Beseech the queen to my tutor list.

I think that it that betrays comes out far too late. I mean your doing a rakdos turn 5 making them sac, you arent accelerating into it, you're cheating it in. I that betrays can't be cheated and, though a great win con, just comes in far too later.
stonehewer giant should not be cut. it's a must answer threat that gets must answer threats. i can not think of a more perfect deck for him than kaalia.

I said I was going to come with something earlier,, and though I've never posted one of these big lists before, and I imagine this list is going to look pretty similar to a lot of other lists on here, there are some exceptions, and I will explain most of these decisions. This is where I am right now:
With the exception of Baneslayer and Exalted Angel all of the above does something above merely attacking or blocking. Twilight Shepherd, Adarkar Valkyrie, and Karmic Guide are great recursion cards, and together can create a kind of engine, which cards like Yosei, Ryusei, Angel of Despair, and Twilight Shepherd and Karmic Guide themselves can exploit.
I like the tutor ability attached to Hoarding Dragon, and like the versatility of Ancient Hellkite's ability. That said I'm not overly attached to either. Duplicant, Mystic, Solemn Simulacrum, Weathered Wayfarer, Karmic Guide, and Kaalia herself, are all reasons to run Reveillark. Weatherer Wayfairer ensures land drops every turn, and will grab any land you can think of in your deck. Glory protects all your creatures from spot removal and is reuseable which is better than Haste in my opinion. I've never been allowed to swing with an Eldrazi, but drawing four cards off Kozilek is nice, and he shuffles my yard back into your library. I'm not terribly attached to him though. Stonehewer Giant/Stoneforge Mystic both protect your stuff by fetching swords and one of them even attaches them to your creatures at instant speed. I would say Sunforger also makes this highly desirable. Yes we have tutors, but redundancy is good, and these have a tactical advantage over merely playing from my hand.
Other creatures worth considering: Archon of Justice: With sufficient sac effects you might get some real mileage out of that exile ability which you can really abuse with a good recursion engine. Stonecloaker: Works well with a combo strategy letting reuse your best ETB effects and protecting your general when necessary. The graveyard hate is also nice. Maybe replaced by Erratic Portal Rakdos, the Defiler: I really think this only works in a combo-esque context, because you really can't afford to hard cast it. If you can protect your general and keep her from being tucked with bounce/sac effects, and finally let her attack, sure. Otherwise, no. Anger: Aggro staple, maybe you'll be casting things from your hand, maybe not. Hellkite Charger: Seems like an awesome finisher for aggro decks playing Anger, swinging with Kaalia, dropping this guy, and then taking as many addition combat phases as you can with your excess mana. Without the haste Anger provides, he can only attack once, and none of the creatures you drop with Kaalia can attack again.
[card]Bogardian Hellkite[card]: Kind of like Ancient Hellkite except not repeatable, one the other hand I might not have to pay anything extra for the additional damage. Mother of Runes: Similar to Glory though a bit more fragile, and only useable once per turn. Hoard-Smelter Dragon: Reuseable artifact destruction.

I just went through about half of the results from gatherer for on-color Angels Demons and Dragons and these are ones that I thought could be nice.
i think in a deck that supports sunforger you need to run the stoneforge mystic and the giant. and since stonehewer giant is insane i think you can use a stronger equipments toolbox. some ideas are: worldslayer, it's cool since you can instantly equip it with stonehewer giant (that's not fair). basilisk collar + vampiric dragon is nice. if there is an equipment that can pump skyithiryx, the blight dragon to a lethal strike? also- you want orim's thunder for forger. that card is really good.
lots of board wipes n recursions. living death is awesome, balthor the defiled, bladewing the risen, victimize and of course karmic guide who is also an angel (i sometimes forget that she is an angel. i think it's because she doesn't have a very "angel like name"). and since you are using reanimation you must sculpt a loaded up graveyard with entomb and buried alive. you want anger in the yard. diabolic intent n gamble r good for tutoring. cataclysm might be nice because once your general is on the board you can keep cheating stuff into play while everyone rebuilds. in fact armageddon n ruination r very strong too depending on how you get down with the LD. since you can't always rely on tutelage to find exactly what you need, digging deep in your deck is important so you can find the perfect card. soooooo wheel of fortune n scroll rack r amazing here. You know i'm talkin about DRAGON MAGE (possibly the best dragon to sneak in with kaalia in these colors. if not the best it is still my favorite). of course sensei's divining top top and maybe even crystal ball.
speaking of cheating- sneak attack is perfect with all the awesome creatures in your deck.
if you want to be a big baller you can play loyal retainers (i think you definitely need this) imperial recruiter for additional tutelage (you need this) and zodiac dragon (awesome with sneak attack. p3k cards are very cool do they justify a loan?).
mother of runes needs to keep the situation safe. i feel like goblin welder can be awesome here but i haven't thought much about it yet. spot removal is important and you r black white so u gotta get vindicate n mortify in. and smash since you are red and it's good n sunforgerable. praetor's grasp is probably just good to get something you need or get their bribery which is lolz against your deck. i think to combat theft you need theft of your own along the lines of grab the reins (sunfrgerable). probably want phyrexian arena for cards in the hand. maybe some cards that untap your dudes and give you more combat (you definitely want that), perhaps hellkite charger?
for artifact ramp- focus on rocks that make colored mana and cost less than 3. get your general out a turn early.
it's such an awesome general and so many good cards it makes me really excited.
that said, kaalia might stronger as an addition to a scion of the ur dragon deck than as a general- because you get access to survival of the fittest (omg) and a strong concentration of synergistic and awesome creatures that are barred from a 3 color deck.

Argentum Armor? Perfect for Skittles (via Stonehewer Giant), or turns Kaalia's fragile 2/2 body into something a bit more robust (lethal if she connects 3 times) - not to mention it doubles as repeatable removal (clears a path, blows up land, ... very versatile). You don't want Stonehewer sitting idle after only fetching Lightning Greaves and Sunforger, do you?

I'm sure this has been debated in countless other threads, but I'd have to go with Austere Command over Hallowed Burial in an EDH vacuum every time. Tucking generals is fine and all that, but the versatility of Austere Command is far more useful in this format. There are plenty of decks that just don't care if their general never gets cast.
EDIT: @Kaalia...I'll second the vote for Bladewing the Risen. Hellkite Charger also seems like a good idea.

Also, i would add more kick-a$$ Dragons and avoid the Stoneforge mystic Route since your creatures are going to be big enough and the deck is mana hungry all the time....No need to tie the mana paying for equipments.

this is a really fun deck.
Although I think that means shes a really good general, something this wedge very much needed.
Is this an aggro, midrange, or combo deck? Cards like Silver Seraph and Bassandra make me think we're aggro'ing out, while our prohibitively high cmc suggests we're highly dependent on our general to make this all happen, and Rakdos is clearly only viable as a combo strat. Clearly this general is going to attract massive amounts of hate, any list we put together needs to have ways of winning without its general as I predict Kaalia will die just about every time she hits the board. This is important because the average cmc of all these angels and dragons is close to six, which means we may not see them for a while if something happens to the general.
What cards/answers are you all finding in black? Right now my list is rather light on playable demons, but black does have all the best card drawing and card tutoring (necropotence, demonic and vampiric tutor, Vess, etc.), and of course it also allows us to play Vindicate. But what else?
Right now controlling the board through repeated ETB effects or graveyard effects from cards like Angel of Despair and Yosei seem like the way to go. Which is to say to can rely on this strat without having to over commit yourself to on strat or another.

I do like what your saying for ender the battle field effects, and I put alot of angels in there that can protect kaalia as well, such as deathless angel and the likes. I have been thinking if I should add Beseech the queen to my tutor list.
Belbe's Portal would likely help you too, if you focused more heavily on one tribe, say angels. Deathless Angel is also a bit lackluster for EDH, it can protect your guys sure, but really it's just a vanilla flyer otherwise.

I was thinking about it, but then I might as well remove the equiptment package, then the sunforge package, and I'm not sure if thats a great idea.
You should also lose razia's purification. I think you will have a hard time recovering from it yourself. Living death or damnation would be much better here.
Adding Revilark isn't a bad idea either. You could afford to lose ajani for another chance to bring back your general.
If you have access, vampiric tutor would be much better than diabolic.
Debtor's knell would be better than Sorin.
rakdos has helped me win tons of games so I'm really ok with him. hes never failed me in the past, well see if he can keep doing the same

I think that it that betrays comes out far too late. I mean your doing a rakdos turn 5 making them sac, you arent accelerating into it, you're cheating it in. I that betrays can't be cheated and, though a great win con, just comes in far too later.

With the exception of Baneslayer and Exalted Angel all of the above does something above merely attacking or blocking. Twilight Shepherd, Adarkar Valkyrie, and Karmic Guide are great recursion cards, and together can create a kind of engine, which cards like Yosei, Ryusei, Angel of Despair, and Twilight Shepherd and Karmic Guide themselves can exploit.
I like the tutor ability attached to Hoarding Dragon, and like the versatility of Ancient Hellkite's ability. That said I'm not overly attached to either. Duplicant, Mystic, Solemn Simulacrum, Weathered Wayfarer, Karmic Guide, and Kaalia herself, are all reasons to run Reveillark. Weatherer Wayfairer ensures land drops every turn, and will grab any land you can think of in your deck. Glory protects all your creatures from spot removal and is reuseable which is better than Haste in my opinion. I've never been allowed to swing with an Eldrazi, but drawing four cards off Kozilek is nice, and he shuffles my yard back into your library. I'm not terribly attached to him though. Stonehewer Giant/Stoneforge Mystic both protect your stuff by fetching swords and one of them even attaches them to your creatures at instant speed. I would say Sunforger also makes this highly desirable. Yes we have tutors, but redundancy is good, and these have a tactical advantage over merely playing from my hand.
Other creatures worth considering:
Archon of Justice: With sufficient sac effects you might get some real mileage out of that exile ability which you can really abuse with a good recursion engine.
Stonecloaker: Works well with a combo strategy letting reuse your best ETB effects and protecting your general when necessary. The graveyard hate is also nice. Maybe replaced by Erratic Portal
Rakdos, the Defiler: I really think this only works in a combo-esque context, because you really can't afford to hard cast it. If you can protect your general and keep her from being tucked with bounce/sac effects, and finally let her attack, sure. Otherwise, no.
Anger: Aggro staple, maybe you'll be casting things from your hand, maybe not.
Hellkite Charger: Seems like an awesome finisher for aggro decks playing Anger, swinging with Kaalia, dropping this guy, and then taking as many addition combat phases as you can with your excess mana. Without the haste Anger provides, he can only attack once, and none of the creatures you drop with Kaalia can attack again.
[card]Bogardian Hellkite[card]: Kind of like Ancient Hellkite except not repeatable, one the other hand I might not have to pay anything extra for the additional damage.
Mother of Runes: Similar to Glory though a bit more fragile, and only useable once per turn.
Hoard-Smelter Dragon: Reuseable artifact destruction.
