I used to run a Patron of the Moon deck, and although I focused more on Landfall than just playing mono-blue, I think you're deck would love using Storm Cauldron.
You can use this card along with Amulet of Vigor for more infinite goodness, even without a High Tide. It also acts as a great deterrent card for most opponents who might be getting out of hand before you.
Roil Elemental and Hedron Crab are probably must haves in a deck that's going to be recycling as much land as this one. Take all their creatures and mill off the top 20 or 30 cards of their deck every turn? Sounds good.
