Typically the hierarchy for Blue, Red and White wedge generals in popularity is Numot, Zedruu and Ruhan, or on fun scale, Zedru, and then either of other two. Ruhan of the Fomori is more at home in the competitive one v one Commander format. This is his appeal to me, I wanted to try make an interesting Ruhan deck that is both powerful and not as defined by 'obvious' card choices, which Numot and Zedruu both suffer from. This is my attempt at a Ruhan deck that both turtles (protects itself) and has a limited voltron (emphasis on strengthening general) theme.
Notes about Card Availability:
1. I do not have access to the other original dual lands at this time, nor can I afford them currently.
2. I do not have, nor will I buy Mana Drain.
Change Log
27/08/11 Umbra Mystic -> Karmic Guide - The mystic was doing very little, it was wishful thinking to expect it to work as I thought it would and the guide has more power. Mimic Vat -> Wrath of God - The Mimic Vat was too reactive a card, I found myself lacking responses to cluttered board states and an additional wrath effect felt needed. Fool's Demise -> Treachery -> I feel this is a direct upgrade. I sought to use the creature of theirs that I killed originally, but stealing it seems so much more efficient and the untapping allows a wider variety of plays. Whispersilk Cloak -> Sower of Temptation - I'm beginning to move away from heavy voltron element. I found this cluttering my hand with no targets and unlike other two shroud equipment still in, this one does not grant haste.
29/08/11 Unquestioned Authority -> Phyrexian Metamorph -The voltron theme is being further streamlined to cards that serve a direct purpose. UA had done alright, but metamorph has the potential for more explosive and utility plays.
31/08/11 Halimar Depths -> Reliquary Tower - The tower was a glaring omission from the deck, it took a game with dueling Consecrated Sphinxes to expose this for me.
11/09/11 Scourge of Nobilis -> Sword of Fire and Ice - The scourge had some good interactions, but I was never happy to draw it and the deck really needed a second sword and one that gained card advantage.
25/09/11 Plains -> Clifftop Retreat - There is still room to remove non-basics and I feel this will smooth the mana slightly. I'll be paying attention to see how often it ETB tapped. Chaos Warp -> Dissipate - I was finding I had too little counter magic. This is the first of two changes I hope to make and will also assist with rising rate of graveyard based strategies. CW was having little to no impact in my testing.
17/10/11 Ancestral Visions -> Wheel of Fortune - Sometimes you just want a lot of cards and I found visions was too slow. The Wheel will get a lot of them and quickly, just what I need. Notebly, visions may return in future builds. Kiki-Jiki, Mirror Breaker -> Future Sight - Kiki-Jiki has few targets in the deck and I'm not keen on pushing the combo, so I'm removing it for more card draw. Evangelise -> Absorb - I'm increasing the reliance on the general by raising the countermagic, while also adding a new Sunforger target. Also, Evangelise was finding less success and I want this deck to be more control.
18/10/11 Island -> Sulfur Falls - The mana can be modified to include the other new M10 land from Innistrad without coming into play tapped too often. At the time of this posting in four games it has posed no issue.
13/11/11 Hellkite Charger -> Snapcaster Mage - I was never comboing off and instead just controlling the board quite effectively. In the future i will likely try Aggravated Assault, which is far easier to use anyway than the Hellkite.
30/12/12 Wrath of God -> Rout - Both are likely worth using, but I want the instant speed availability and one mana extra isn't exactly a horrible downside to the options it gives. I may use both eventually, but Wrath of God is the preferred option after some analysis. Star Storm -> Frost Titan - I have numerous spot removal spells and four (five including Snapcaster Mage) spells that are mass board wipes. I want to increase threat range and based on feedback this will be trialed, making it Titan number two that I'm using. Frost Titan -> Armageddon - After some discussion with ISB Pathfinder, I'll pursue the land destruction approach and run Armageddon as a secondmass LD spell. Frost Titan is still on books, as is potentially Inferno Titan.
Selection Criteria
All counter magic that is being used is intended to a. be fetchable by Sunforger, b. tuck a spell, c. exile a spell, or d. generate card advantage and replace itself. By this criteria Dismiss and Faerie’s Trickery are also valid card choices, but currently don’t have room in the 99. The highest priority of counterspell is tucking, followed by Sunforger, but others are intended to be balanced. Absorb
This old gem can be searched out by Sunforger and has the minor, but sometimes relevant upside of gaining three life. At three mana it isn’t unplayable either and I’m always happy to see it.
Dissipate
Currently this spell is on people’s minds as one of the better reprints of Innistrad, but it was actually a little known counterspell from Mirage. Unlike its Faerie sympathetic cousin Faerie’s Trickery, it has no downside and can exile a pesky Primeval Titan or bomb to prevent abuse.
Cryptic Command
I feel this is a must have counterspell for any blue deck, it simply has so much versatility and both fuels you and saves you in multiple ways. It was called the blue Wrath of God for a reason.
[CARD]
Hinder[/CARD]
The first tucking counterspell printed, Hinder is good at punishing general reliant strategies and keeping cards out of graveyards. It also has the bonus of working with Tunnel Vision, although I choose not to run that card.
Spell Crumple
This is arguably the improved Hinder, unless facing down an opposing Tunnel Vision. It tucks and can be reused if there is fetch. If running Hinder or this, the other should be run purely for redundancy.
Suffocating Blast
This card has the unique honour of the being the only counterspell that is also removal (permanent, as opposed to bouncing). The cost can be difficult as it is four, but the red makes it searchable by Sunforger and many people will be surprised to see you playing this little known counter.
Turtling is somewhat at odds with a general that must attack, but it is quite easy to just not play the general and revert to this plan. The enchantments listed either make attacking impossible or more difficult, while the lands prevent damage. Unless a sweeper for enchantments is played (most often Austere Command or Oblivion Stone), the artifact and enchantment threats others play are often more dangerous than yours and you will get ignored akin to the more Zedruu style of the deck. This platform of security can be used to expand Ruhan's buffs and not get punished too severely for your random attacks. There are limited tutors for these cards, but Sun Titan does provided limited recursion too.
I'm deliberately placing emphasis on some auras to replace the need for life gaining equipment and to potentially blow people out of the water. The former standard Mythic combo of Sovereigns of Lost Alara has been included and expanded to allow searching and potentially blowing out the opponent, every aura but Treachery is intended to be searched for this way. Treachery is included as a trick with Academy Rector or general tutors, but can be used profitably to untap some lands if need be. The Sun Titan and Hanna, Ship's Navigator can also recur most auras, while there is a small tutor package. The order you search them out depends on what you've drawn and whether you'll need evasion (Angelic Destiny for flying or Steel of the Godhead for Unblockable) or raw damage (Eldrazi Conscription for trample, annihilate and a big boost in size). If you need lifegain, Steel of the Godhead also does wonders. Due to the fact there are only three, it's best to try not overloading general and using double strike with Sunhome, Fortress of the Legion to his hits lethal.
As a voltron general Ruhan needs a lot of protection from targeted and non-targeted removal. The Darksteel Plate represents general protection, while the boots and greaves provide shroud or hexproof, while allowing some redundancy. Despite there being so few, the three weapons are there for very specific purposes beyond the positive interaction with Ruhan. The Sunforger package needs little explanation, every red or white instant bar Star Storm can be fetched, including one tuck effect in Condemn and two pieces of counter magic (Absorb and Suffocating Blast). Sword of Feast and Famine is the second best sword, a time walk and combos well with Hellkite Charger, while Sword of Fire and Ice is the best sword and deals with small creatures and draws cards. The two tutors are there to find these options and Sun Titan, Hanna, Ship's Navigator and Academy Ruins can recur most of them, while Phyrexian Metamorph can copy their equipment.
Innistrad Cards Being Utilised or Under Consideration
- Clifftop Retreat (In deck already) - Improving the colour fixing. - Dissipate (A reprint, but still in set and in deck already) - A good counter that exiles countered spell. - Divine Reckoning - I have it, but decided against using it. I'd rather not leave their best creature alive. - Snapcaster Mage (In deck already) - It took a while, but reusing any number of my many instants or sorceries seems very powerful. - Sulfur Falls (In deck already) - Improving the colour fixing.
This is still a new deck and feedback is very welcome. In the game I've played so far I lacked card advantage and found spot removal cluttering up my hand. I'll be working on ways to reduce this issue as I have more experience.

Usually just 3 or 4 turns. At that point you should have plenty of gas so it's not worth tying up your mana.
That doesn't sound so bad then. I'll look into acquiring both and seeing how they play out, I really don't run hand cycling normally, but wheel is very powerful and Rhystic Study #2 would be quite nice. Thank you!

I played a few more games with this lately, I found Hellkite Charger useless a lot of the time, so I'm changing it to the more outright powerful Snapcaster Mage. I mainly lose when I hold back or are too aggressive, the diplomatic random side appeals to some people to let through, but others can't stand it. I would say deck is doing quite well though, but may need more tutors, like Mystical.
On a side note, I havent lost against a multiplayer deck when playing 1v1 with this, but the general is quite blatantly good in 1v1.

I wanted to make a similar deck when he was released but couldn't find a way to make it work. I'll be trying again based on your list (and it'll be budget :/)
The deck sould work without most expensive cards, but tell me how it goes in budget. JTMS is a luxury really and othercard draw would suffice and sword could be changed. Sunforger is a great way to make a budget list work.

Intuition is pretty nice and work well with Hanna if you chose to run her too. I'm not the biggest fan of Glory, since protection can't save you from a board wipe after all.
Mistveil Plains is what you mean. It would work better with your style of the deck of having twice as many creatures, but I feel forcing that may weaken deck.
It's curious you don't run Sunhome, Fortress of the Legion or any land destruction land. Ruhan with double strike is amazingly powerful.
You might wish to consider adding some auras too, since you are running Geist of Saint Traft and Academy Rector is one of the easiest ways to get them into play (Even if Glory can knock it off once in a while).

I was going to run Mass LD but decided against it. It could use a Stripmine though.
Sunhome: Ah forgot all about that. I might run that, but not sure if it is worth it since it will make it harder for me to protect the board state.
Not a big fan of auras personally. The equipment I run is enough imo. I really don't run a Voltron build though. There have been games were I didn't have to cast Ruhan to seal the deal already had enough threats on board and hand.
I do rely on Ruhan as my main threat most of time, with an aura or sword (hence why I have 2 swords and 3 auras plus ways to get them).
Catastrophe is a good medium, it is wrath and land destruction. I understand running Rout for instant speed aspect, although I think your list could use Austere Command, as what white list doesn't need it and Hallowed Burial over the generic Wrath of Good. Do you really need it to be that cheap or would you rather a stronger effect?

Rout is pretty good. I wasn't a fan at 1st. I actually had Austere Command in an earlier build, but I thought that Rout fit the deck better since it allowed you to clear the board at the end of turn to allow me to drop threats my turn and be able to protect the board state with counters.
Wrath is just cheap mass removal for me. I might use Hallowed Burial in its place though.
As far as mass LD I was asked by my current play group not to play it. I don't mind Mass LD myself, but honestly the deck doesn't need it since it has a rather decent Counter package. I would like to run Mass LD though... mainly to keep Ramp decks in check or just random draw go type decks.
I have been having a lot of success with Frost Titan. With Urabrask in play it gets pretty nasty.
I do recommend that you use Gamble. It is one the best ways to get Ruhan if he gets tucked in your deck.
I understand the appeal of Rout and will consider it, although I prefer getting value normally and Austere Command has a lot of options for a cluttered board state against artifact heavy decks and tokens.
Gamble is an option, what type of decks has Frost Titan been useful against? My area has a lot of board wipes.

Frost Titan has tapped everything from a Cabal Coffers & Maze of Ith to a Brion Stoutarm & Wrexial, the Risen Deep. Also tapping something silly like an Acidic Slime can allow unwanted Ruhan deaths. And like I mentioned earlier with Anger in the graveyard or Urabrask the Hidden in play it will be harder for your opponents to keep up. It is also good to keep in mind that this can leave an opponent open for other people to attack them.
Board Swipes I don't worry about too much due to my counter package. I usually don't have too many creatures on the board so even if someone does wipe the board I am ok with it.
RUW does not have the creature recursion that Green or Black is able to muster up. Sword of Light and Shadow has been a huge game winner in this aspect and with aid of something like Batterskull, Wurmcoil Engine, Academy Ruins board wipes are less of an issue.
It's been a while since I updated, but after several of my decks weren't meeting my standards I'm going to try address each. This deck has been winning and is arguably the most successful of my decks when people borrow them (This hasn't lost while Ulasht has a questionable success rate), regardless I want to imrpove it.
This deck has been labelled a bit too reactive, so I'm going to work on this by changing Wrath of God to Rout for an instant speed removal and by cutting Star Storm for Frost Titan. This way I can preserve an instant speed response while upping my threats.
I am interested in feedback and if Star Storm is wrong card to remove.

Personally I have never had a situation where I said to myself... you know I think Frost Titan is what I need to save myself...
Frost Titan is by far the worst of the titans and I honestly really wouldn't bother playing him at all in multiplayer commander.
EDIT: Out of curosity is running a mass LD build out of the question??? Ruhan has a huge upside which is that he isnt in the colors of green land ramp and he has the best of the land screw colors. He is criminally undercosted so he would make for an amazing mass LD commander... I think at least...

What would you recommand as an alternative threat that wasn't a new and demanding combo unto itself (to include Splintertwin etc is a few too many slots and not my idea of fun). Neoshinji spoke of Frost Titan positively, but I understand it may not be in many situations.
EDIT: ISBPathfinder on LD. I have been rejecting that path, but when a friend of mine runs Saffi/Lark combo maybe it is actually fair game.

Frost Titan generates no card advantage at all for you and he dies in the next wrath. EDH is a format of wrathing which he doesnt protect himself from. On top of that the biggest downside is if someone chump blocks your commander attack by a utility chump or token. I think that Inferno Titan would be better at clearing the path for you and I like the immediate results he gets. Locking down a single thing a turn doesnt scale nicely into multiplayer.

My red sources aren't the most numerous nor reliable without Plateau and Volcanic Island, the benefit would be that he is difficult to spot remove, although wraths do abound as I understand. The creature needs an impact and some way to stay alive. Tapping something down is lacklustre, but it does force people to pay more for control magics I guess.

Dismiss -> Suffocating Blast - Dimiss was good card advantage and may return, but I want to expand my rank of Sunforger targets.
Dust Bowl -> Wasteland - Since I'm running Crucible of Worlds, i can afford to run the more efficient non-basic land destruction land (after Strip Mine).
17/10/11
Ancestral Visions -> Wheel of Fortune - Sometimes you just want a lot of cards and I found visions was too slow.
18/10/11
Island -> Sulfur Falls - The mana can be modified to include the other new M10 land from Innistrad without coming into play tapped too often. At the time of this posting in four games it has posed no issue.
19/10/11
Sower of Temptation -> Hanna, Ship's Navigator - Hanna works with a lot of this deck and can be recurred by Sun Titan. After games where my Academy Ruins would have done wonders, I'm using Hanna to recur key parts of deck.
13/11/11
Hellkite Charger -> Snapcaster Mage - I was never comboing off and instead just controlling the board quite effectively. In the future i will likely try Aggravated Assault, which is far easier to use anyway than the Hellkite.
30/12/12
Wrath of God -> Rout - Both are likely worth using, but I want the instant speed availability and one mana extra isn't exactly a horrible downside to the options it gives.
23/01/12
Shinka, the Bloodsoaked Keep -> Plateau - Shinka is often very irrelevant and this will improve the colour fixing.
Dismantling Blow -> Mystic Remora -> The kicker can be quite pricey, although still fetchable with Sunforger. Extra card draw, such as with Mystic Remora will provide better card draw and is very very cheap.
The Counter Magic
Turtling Elements
1 Collective Restraint
1 Enlightened Tutor
1 Ghostly Prison
1 Kor Haven
1 Prahv, Spires of Order
1 Propaganda
1 Sun Titan
1 Teferi’s Moat
Voltron Elements
1 Angelic Destiny
1 Eldrazi Conscription
1 Enlightened Tutor
1 Hanna, Ship's Navigator
1 Mystic Remora
1 Sovereigns of Lost Alara
1 Sun Titan
1 Steel of the Godhead
1 Enlightened Tutor
1 Phyrexian Metamorph
1 Stoneforge Mystic
1 Darksteel Plate
1 Hanna, Ship's Navigator
1 Lightning Greaves
1 Sunforger
1 Sun Titan
1 Swiftfoot Boots
1 Sword of Feast and Famine
1 Sword of Fire and Ice
Cards I am Seeking for the Deck
- Volcanic Island
- Stoneforge Mystic altered into Paine from FFX-2
- Karmic Guide altered into Yuna from FFX-2
- Ruhan of the Fomori altered into Jecht from FFX
This is still a new deck and feedback is very welcome. In the game I've played so far I lacked card advantage and found spot removal cluttering up my hand. I'll be working on ways to reduce this issue as I have more experience.

After a few games some changes were made that reduced voltron element, while keeping turtling aspects untouched.
I feel deck is more refined now, but card advantage is still a concern, Ancestral Visions feels quite slow. What would people recommend card draw wise instead or to add to it? For the record the other card draw right now is: Rhystic Study, Jace, the Mind Sculptor, Consecrated Sphinx, Steel of the Godhead and Fact or Fiction.

Thank you!

I now have Wheel of Fortune in over Ancestral Visions, Absorb in over Evangelise, Suffocating Blast in over Dismiss, Future Sight in over Kiki-Jiki, Mirror Breaker and Wasteland in over Dustbowl (Since I am running crucible it's just more efficient).
The deck won the last two games it played with the general backed up by countermagic and buffed with auras and/or artifacts, so new direction is working okay so far. I am open to suggestions as always!

The deck does great in Multiplayer.
I do want to add that land the lets me tuck back cards into my deck from the graveyard. Great with Sunforger.
Deck list:
http://tappedout.net/mtg-decks/ruhan-from-the-block/
Nice list all up.

Gamble is an option, what type of decks has Frost Titan been useful against? My area has a lot of board wipes.

I do want to find a spot for Hanna in my deck.

Armageddon or Boom/Bust may be option then for that slot.
