This is my deck for introducing new players to EDH. It is a simple, cheap and efficient deck which aims to win via hitting into the red zone or winning by general damage.
Play Style
In duels, it's rather simple. Get out your creatures and Jor Kadeen as soon as possible, while slowly getting metalcraft. Ideally, metalcraft should be achieved latest when Jor Kadeen can attack. Usually whatever blocks Jor Kadeen will die, so from there on you have a few options:
1. Play a war of attrition. Keep attacking with your creatures, protecting them with Dolmen Gate or buffing them with things like Glory of Warfare, forcing your opponent to try and build a defence.
2. Similar to option 1, only this one is simpler: simply amass a small army while keeping your opponent busy, then drop one of several "you can't block my army" cards and strike his/her weak point for massive damage.
3. Voltron. Give Jor Kadeen evasion, and equipment like Inquisitor's Flail (the first strike makes its drawback virtually nullified) or Loxodon Warhammer to put through a quick 21 points of general damage. Supplement this with 'can't block' cards or buffs. Highest points of general damage Jor Kadeen dealt in a game: 26, in one swing.
4. This one is the 'if you can play it, might as well' option. Equip Jor Kadeen with Grafted Exoskeleton, making his power 10 and giving him infect.

Holy moly, that's a lot of cards. Why?
The way I see it, if the deck has to go token-based, the most viable token builds would either be Soldier tokens or Goblin tokens. Hence the cards for those creature types.
Otherwise, there's generic good-stuff like Storm Herd, Spectral Procession, Raise the Alarm etc.

Honestly, the decklist doesn't look like it has a lot of reach at all.
I understand that you're trying to make this deck cheap and simple for people for new people but it looks like a bigger glorified sealed deck.
Not trying to be mean or anything, sorry if I come off like this.
Assuming you don't want to put a lot of money into this deck, here is some suggestions.
Also, with all the little guys they will more than likely get chumped if able and won't get you very far. Add in a few things that make them trade better or get through. Deathtouch would be a great addition through: Basilisk Collar and Quietus Spike could help out a lot.
Also, with all the Equipment you should consider Stoneforge Mystic as her price has dropped considerably since she left standard. Also, Stonehewer Giant.
In my defence, it was from a power down format we played in our local playgroup titled 'Serf'. We were only allowed to use 6-7 rares, etc. it was meant to attract new players, but it didn't work too well. So I guess it is somewhat a glorified sealed deck. Most of the cards were restricted to common as well with a total deck value below 20 dollars.
However, since no-one plays that format in my playgroup any more, I suppose I should
start with the upgrades. The primary aim is still to race the opponent by hiring into the red zone or by general damage. I will be picking up a Path to Exile and Swords to Plowshares.
Dispatch looks like it could find a home here, both budget wise and by effect.
Will consider the equipment fetchers.

Where's Skullclamp? This a format where its legal and Skullclamp is one of the most brutal cards for a weenie rush strategy (and well... Any strategy).
You could do well with upgrading your equipment into the Swords and Jitte, but that is helluva expensive. Grafted Wargear is one of the most underrated, awesome equipment around. Lightning Greaves would be another awesome addition.
I think you should focus less on equipment that gives evasion but brings better damage and have your creatures have evasion already built-in. I'm a big fan of Frenzied Goblin because it cheaply negates a blocker, which is especially important if you're facing a slower deck that has more defensive measures. Being able to negate their best blocker is key.
Try adding some more token makers like Myr Battlesphere or Siege-gang Commander to make your army larger. Maybe add some effects to give multiple combat steps to take advantage of your vast army. Hero of Bladehold could be really good here doing double duty by boosting attackers and giving more bodies. I find your lack of Skullclamp disturbing, I play Boros as well and clamp does such wonderful things also if you could manage a Stoneforge Mystic and/or Stonehewer Giant and a Sunforger with a nice little package to go for with it, I think it would help with your consistency.

Double edit: maybe Steelshaper's gift isn't as budget as I thought
As the creature is a token deck to some extent I think that Myr Battlesphere and Siege-gang would be a good addition to the deck. However, as the deck is ultimately a budget deck, Hero of Bladehold, Stoneforge Mystic etc would be a second choice pick.

i have a jor kadeen deck with the goal of sticking an evasive/good value creature early and giving it a sword. it's probably "too aggressive" for the format but I'm a contrarian so I don't mind.
However, the deck is similar in that it aims to give ALL your creatures cheap evasion, mostly in the form of spells which prevent blocking.
Should add Rogue's Passage though
