This card is like Reckless Charge for me. It performed very well in my pauper cube and maybe has a chance in regular cubes, too.
On turn 3, it potentially sets them back to the start and even later if they tap out. It can also be used as a Peel from Reality effect and last if your opponent only has one creature out you can basically bounce the creature for 1UU, targeting and paying yourself for the second creature.
It is good in blue tempo and control.
Withdraw is actually an awesome card, one of the best bounce spells ever printed.
There are three problems with it:
1) UU casting cost.
2) It only bounces creatures. Something like Capsize, Into The Roil, or Cryptic Command bounces lots of different types of permanents.
3) Bouncing two of your opponent's creatures requires them to tap out. Using it as a Peel from Reality is arguably just as good, but it's worth noting that the big upside of the card (bouncing a second creature) is often foiled just by your opponent having untapped lands.
That being said, I really like Withdraw and think it's a great card for 500+ blue tempo decks, and can even be utilized in control.
