It's a bit too low-impact and got outclassed pretty hard from Scars block. Probably better than Wayfinder/Borderland Ranger but I don't see many cubes using those nowadays.
My initial thoughts are it's a nice colorless way to give value when running Stax, Recurring Nightmare, and whatever other sac themes a cube might run. Also helps that it holds equipment pretty well. But it is indeed low impact for a 3 mana spell.
It's low impact, but we've had good results with it. We support the flicker/blink deck, and it's a good role player there. The artifact deck also likes having utility artifacts that help you ramp and keep you alive until you play your big things (unless you draw tinker, but that doesn't always happen). It's a good role player, and I think if you include it over Darksteel Ingot or your 5th 2mana stone, it's a perfectly valid card.
The trick is, don't include it over an impact creature. It's not a creature, really. It's colorless fixing and pseudo ramp with a fog attached that can occasionally cause a piece of equipment to hit your opponent.
In short: It's good, but not great, and it's value in your cube has to do with what you would replace it with. In my cube, if I were to replace it, I would play an additional mana rock, and I think the versatility it provides is better than yet another mana rock. If the same is not true for your cube, then don't run him.
EDIT: as kankandom points out, it's also good in stax. I heavily support stax in black here, and it's been quite good in that deck. Colorless two for ones are great for that deck.
It's awesome stuff in pauper, but goodness does it look bad compared to a regular cube. A 1/1 flying body is just worth so much less. It's like your not even getting value out of it, unlike in common.
I tend to think the 1st slightly abuseable 3 drop colorless ramp fixing thing is better than the 5th or 6th 2drop mana stone. I run it where I would otherwise play Prismatic Lens or Prophetic Prism. While I admit that it isn't a great card in the abstract, I think my cube is better off with a variety of effects, including pilgrim's eye, instead of super redundancy of the same effect.
Lately I've been on a huge kick to care more about overall cube design more than individual card power, and I feel like my cube plays better as a result. Cards like Pilgrim's Eye are part of that.
I like Wood Elves or Farhaven Elf over this even if they're colored and grounded. I feel like the ramp generally matters more than putting the card in your hand, and it provides slightly better value with blinking. The elves also strengthen green's identity as a mana-fixer, which tends to get weakened by too many colorless mana sources.
Note that the above is only for regular cubes. I consider Pilgrim's Eye a staple in pauper cubes and it might have a spot in peasant too.
How does everyone feel about this card?
For me it feels like a card I want to be good, but it always just falls short.
