There was a little bit of discussion earlier today about the increasing density of token-producing cards. That led me to think of a card I've always had a little bit of a soft spot for, Overburden.
Am I crazy for thinking this card might be worth it in larger cubes? It's cheap (1U), difficult to remove (it's an enchantment), and the symmetry seems like it can be finessed in your favor (in a deck with token producers/planeswalkers/mana rocks). Or it could function pretty well in an aggro deck with a really low curve or some mana destruction. It essentially sets you back a turn for playing a creature.
On the other hand, it's only returning a land, it's in a color (blue) that isn't great in aggro or producing tokens or destroying lands.
I actually like this card, but I feel like it's better in smaller cubes, not larger cubes.
You want this in a sort of Land-Still deck where you can get some tutors and then some man lands, along with something like Stax or Mana Vortex or even just Crucible and Stripe Mine/Wasteland.
I feel like this card can be good against things like Aggro and Midrange too, where all of a sudden the deck can't advance if it wants to put pressure on you, and as such has to stutter at a certain phase of the game while you advance your board into wraths and such.
More so, if you have lands that like coming into play, such as Halimar Depths or Library, or Seismic Assault, or even Ancient tomb where you can abuse the symmetrical aspect of the card to your favor.
Wow, don't think I've seen this card before, but it looks awesome! I've recently added Parallax Tide to my blue section and it's been very promising so far (helped me win with a sick Opposition deck last time I cubed), so the thought of another mana denial card seems pretty good.
I have the feeling that you are reading the card incorrectly. It punishes people for playing with token producers or for having a high density of 1-drops.
Tokens aren't creature cards. They're just creatures.
I guess I'm not seeing it as a card that would be played in the same deck that wants Propaganda. I see it as a card for a tempo deck with a very low curve and lots of bounce, or a token-Opposition deck (EDIT: I guess that deck might want Propaganda, too :P). I think I'm going to try to find one and check it out.
Aw, I misread the card and thought it bounced lands whenever a creature of any sort came into play... How fun would it be to combo this card with Forbidden Orchard, you could just give them 1/1s while bouncing their lands in exchange.

Is this a hidden gem, or is it just garbage?

It seems like a very fun build around me card.
Resetting Shelldock Isle doesn't seem so bad either...

I don't either. I'd rather play Propaganda to protect myself.
