Hinder
At what size this becomes cubeable? Recently, I was looking for a card to cut from my blue section and this appeared... And I was like "why is this in my cube?". The bottom mode is too EDH (but can be used vs flashback cards), and the top mode can be useful sometimes... but I think that most of the time is a Cancel
I believe WoTC's new policy is to make sure that every color can enjoy the exciting gameplay mechanic of making undercosted dudes and then turning them sideways. Clearly the future of magic.

If my counterspells cost more than 2 mana I really want them to be able to provide more. I like even Rewind more than this, for example, as being able to untap lands (for another play or even the threat of another counter) seems like a lot better value than choosing top or bottom for the countered spell.
I might be in the minority here, but I like hinder. I still run it at 540.
Don't underestimate a memory lapse, especially one that still can be a dissipate. (This is almost always better than dissipate, unless you run A LOT or tutoring)
Remand > Memory Lapse > Hinder, but Hinder is still good.
Three mana counters are not great. Sure Hinder may lead to some interesting plays, but they are few and far between. I run it in my Modern Cube because I kinda have to - there's just not enough good counter spells in the Modern card pool, so I have to do with what's available. If I could, I would definitely not run it.

I agree completely. Great for EDH but I don't think its good enough for cube.
