Ramp decks that want this creature will have other ramp cards in play in the early game. Which means you're only going to have green creatures and colorless cards on the board. I don't see this reliably taking you to 5 mana on T3 in the typical decks that would want this effect.
Don D, I noticed you're not running Arbor Elf and Avacyn's Pilgrim which are much better than Blood Tender and Devoted Druid because they come out a turn earlier.

I guess you can do the math yourself, but it should be way worse, since you have 1 less turn and are required to hit lands of both colors you are playing. Also: what deck that plans to ramp to 5+ mana early is running 7+ nongreen colored onedrop permanents?
Before you create another thread about the next best green mana elf, I want to direct your attention to a card that I love playing in my green casual decks, namely Gaea's Touch. It gives you a guaranteed +2 mana bonus and in the best case scenario ramps up to 6 mana on turn 3 without the help of another spell.
Gaea's Touch is an interesting ramp option, but the inability to carry equipment drastically reduces the viability of the card in comparison to the ramp on a stick.
I tried Bloom Tender in my cube when it was slower and multicolour decks were more often played. Even in those situations it wasn't very good. None of the 1-drop hybrids in my cube are cards that are likely to want to drop a Bloom Tender turn 2.
