For those who think that blue is being shafted, the news of this rare is possibly good. As I understand it, it will be something like this:

Declaration of Naught uu
Enchantment
As Declaration of Naught comes into play, name a card.
u: Counter target spell with that name.

Not so exciting - costs triple blue to counter a spell in the turn it is played. It also forces you to keep U up against opponents. Very easy to play around as the opponent will always see the counter coming.

Definitely no counterbalance

All cards like this are, make the most of it in the first game, then let them side out good stuff to deal with it. Seems strong.

It's good yeah, but this is definately no turn two counter. I'd still prefer Rune Snag or even Familiar's Ruse over this. In an aggro enviroment where everything is about speed this card loses out to the quick and dirty counters.

Having said that though, it is a pretty great card since with one card you invalidate 4 cards in the opponents deck. IF you can keep the mana open. I'd consider it a two of in most heavy blue decks. Somehow I still prefer the tremendous versatility Cryptic Command provides...

Hmmm..I'm not sure what to think about this card. It could be very powerful, but all it is, is a (harder to remove) meddling mage that makes you keep a u open. It might be fun to play it naming one card and getting some use out of it, then bouncing it with cryptic command or something and playing it again on another card. But at least it's interesting.

u can play this on turn 4 and another on turn 5 naming their biggest threats ... what they do with it while u still keepin CSs in ur hand ... ok - they disrupt ur hand - but u still have counters ...

thats verry good ... imo

I don't know, I think it's too limited. What are you going to name against, say, Mana-Ramp? Against Kithkin? Against The Rock? Elves? Goblins?

Seems awesome against combo, but against aggro, it's too heavy on the blue I think, you won't be able to cast wrath or damnation.

It's wonderful with bounce effects, when it works a lot like Eradicate for any non-land permanent AND gives the chance to reset the named card.

And it wrecks all sorts of havoc with Dragonstorm decks.
