So far I have 51 cards here so I need a few suggestions to make this deck better. I would like to keep it extended legal if at all possible. I'm limited to trading so keep it to inexpensive things. Thanks for the help in advance!
First of all I have trouble with Cloudgoat Ranger vs. Belfry Spirit. Second of all I think Promise of Bunrei needs to be in this list. Ghost Council of Orzhova is a maybe depending on if I can grab any, if not then I'll put Nantuko Husk in as a beater. I agree on the upping the number of things but right now that list is just made up of stuff I actually have or is coming in trades. I will be taking out Dread Return and Slaughter Pact but for right now they're just in there for filler. Hour of Reckoning can be a good Haunt activator and might just deserve a place in this deck but I need it as a 3-of not a 2-of. Thanks for all the help so far! Keep it coming!
You know, with -4 Dromar's Cavern +4 Godless Shrine or -4 Dromar's Cavern +2 Plains +2 Swamp, this deck is not only Ravnica Block legal, but Guildpact set legal as well.
He's not trying to make Ravnica legal (i guess), also he's trying to get as budget as he can, so Godless Shrine is not exactly budget. Also, just playing basic lands will give him a hard time to acess the mana needed early on; mana fix is needed and Dromar is a budget and nice solution. Or he can just play with 4-of Signets

Belfry Spirit has a better sinergy with Vampire, while Cloudgoat is just a token producer. Promise of Brunei also don't improve Vampire usage (it produces spirits not bats); and you need some back up, not just creatures, so cards like Mortification (Vindicate), Castigate (Thoughtseize), it wracks combos and destroy wrath effects. These are really needed support.
Ghost is far better than Husk since its almost unkillabe with tokens around. But, if you lack options or money, seems a nice option.
I don't like the Hour of Reckoning idea, you disrupt almost all good creatures you have just to keep some tokens around, any later Orzhov Pontiff / Pyroclasm drop by opponent will turn the table over you. With that kind of deck, you have better usage to your tokens than keeping'em alive.
If you want to improve token production, you might consider Spawning Pit, also another usage for tokens or going to be killed creatures.
Those are just some ideas though.

This deck isn't all about Skeletal Vampire but you have convinced me to use Belfry Spirit. I will most likely use Ghost Council of Orzhova but I just need to get some. Hour of Reckoning is off the list because I just don't have enough token producers in this deck. And without HoR I don't need Windbrisk Heights. This is what my list has ended up looking like as of late:
Cloud Key has also been mentioned by a friend of mine as to speed up the rate of which I play stuff but I shall mess around on MWS and see if it works or not. Thanks for all the help! Loving it and needing more of it!

Indeed, but most WB good cards comes from there. I liked the add of Cabal, well got.
Another add to deck might be Carrion Feeder, it gets permanent pump, comes faster and don't need mana. Might subs Rusalka and Husk.
Another thing you must have is removal, Mortify or Vindicate are needed (both are versatile: the former removes creatures and enchants; the latter any permanent). If you don't, decks with Bob, True Believer and such will give you headaches. as Story Circle.
Teysa should be 3-of, her control with tokens is amazing, she's a removal or token generator.
Pontiff don't need to be 4-of, 2-3 maybe, unless you face too many winnies that don't pump 'til 3rd turn.

I know you love Brunei, and if you really want it, you should keep for fun, but it doesn't fit on this deck. You already has many token producers (Teysa, Belfry, Skeletal), and you're lacking something needed as removal.
Brunei is great on a W/B Spirits deck, that runs around Devouring Greed.
Oh, and if you're not in budget, fixing mana base is a priority. 4 Godless Shrine as Slivortal said.

I think that this deck will be put on hold until Eventide comes out. It really needs some more great B/W 1cc spells and such. Thanks for all your help. I won't forget the advice that you have given me.

I second this idea.
Dread Return has nothing to do with your theme as far as I can see.
You have a bunch of 3-ofs and 2-ofs that seem like they should be 4-ofs, you may want to shore up the consistency a bit.
Go with something like this:
