No, you won't be able to play Incinerate. While cascade says that you "can" play the revealed card (the ability gives you permission to play the card as the ability resolves), Ethersworn Canonist's ability says that you "can't" (as you've played your nonartifact spell for the turn). In this case, "can't" trumps "can".
what happens to the incinerate? will it go to the graveyard or rfg'd?
Just like any other card that you choose not to play off of Cascade, it gets put on the bottom of your library in a random order with the other revealed cards
