I was just looking through lists of legendary creatures, and came across Chisei. I like EDH decks build around the general, and I like generals with unique abilities.
The idea is to play around with counters of many kinds, taking them off and putting them on and using them in a variety of ways.
The main problem of the deck is, outside of the persist and cumulative upkeep creatures, Chisei inevitably takes a useful counter instead (Divinity, Charge, +1/+1.) It's effectively handicapping yourself for a 4/4 flying beatstick which, if you think about it, may not be so bad.
Yeah, I saw Giant Fan and was like "crap, that would be perfect!"
And in response to metal_cocoabo, you may be right, I'd have to playtest it. I'm not really too concerned with being really competitive though, this is more of a fun EDH deck. For competitive I have my Scion deck and am planning a possible Jhoira deck (though someone at my playgroup said Jhoira is broken).
I hope I have enough cards that Chisei's ability would take off a bad counter as opposed to a +1/+1 or a charge counter. On top of the persist and cumulative upkeep cards there's also Decree of Silence and Dark Depths, the two cards I think work best with Chisei.
I can also take off counters that are neutral, like from the Rimefeather Owl and Quicksilver Fountain.
I built this deck a while ago, and they're basically the same minus a card or two. Tidal Control is actually ridiculously good in a multiplayer setting; it normally screws over at least one person until someone manages to disenchant it. Biting Tether gives you some counters to play around with and it works well with leech bonder if you happen to have him out. Unstable Mutation lets you win in 3 swings with Chisei. the blue Vivid land has a couple of counters on it to feed your Chisei when you have no other options. Thats about all I can think of atm.
The deck is realy fun to play even though most of the time I would end up winning by going infinite with magistrates scepter because my opponents weren't paying attention to the awful cards on my side of the board.

Edit: Also I looked at Biting Tether, but I thought why have to worry about another card to take counters off of when I can cast Control Magic for less mana anyways. But I guess the counters don't come off of their creature when it gets put back, if say I bounce the tether back to my hand. Maybe I should throw in Capsize.
I may indeed throw in Unstable Mutation. One of the few cards I actually have anyways. I think I have Tidal Control, too, I just hate to pick on someone.

It's actually really good for screwing over Rofellos. That's pretty good in my book.
EDIT: Not really, considering they can still tap for green with Rofellos. It's good though to get rid of Rofellos then play Reality Twist before they replay Rofellos. Then they're boned.
There are a couple of nifty cards that will play well in your deck. Chimeric Egg can pile up a bunch of counters in multiplayer EDH and can use them for itself if you have extras. Also, Jinxed Choker is entertaining and can be very political. And who could forget the jitte. I think another good fit would be Draining Whelk. Strong counter spell for the big ones, leaves a fatty and gives you some counters in case. As someone else suggested, you can cheat some counters with your lands also. There is Vivid Creek, Mirrodin's Core and I suppose also Tendo Ice Bridge.

I don't know why I didn't have Chimeric Egg in there before. People at my store usually play 4 people to an EDH game so the counters would build up fast.
I'd love to use Umezawa's Jitte, just not sure if I'm ready to blow $15 on a single card (most of my magic cards are from 4th ed/ice age when I first started playing, I have to buy these EDH decks card by card).
The lands are a good "just in case" for Chisei too, how many islands should I keep though for my Gauntlet of Power and such?
