Don't the precon "intro packs" usually come in different colored packaging? Because all those intro packs have the same livery.

If you look close enough you can see that the panels to the left and right of the cutout in the middle of each intro pack are colored to signify what color the intro pack is.
Which leads me to believe that these intro packs are mono-colored, or with a splash as the m10 ones were

Technically, Izzet was the first big ManaPunk theme. Izzet block ftw?
Well, Urza did have that huge mech ... and the Phyrexian Dreadnoughts are machines of a sort ... but yeah, Izzet was certainly more "steam-punk" than anything else before it.
I think Chandra's goggles, and the more ornamental, Victorian or Gothic style armors we're seeing on the likes of Sorin - and even Nyssa, who for a "nature-mage" has awfully fashionable Victorian style leaf-clothes, definitely indicates a jump to a little bit of steam-punk.
But naturally, we've had flying ships and hot air balloon brigades and all that before, so it was only a matter of time before it unified as a theme.
That, paired with enemy-color pairs could be a neat mix (Nyssa = Green/Black ... standard Izzet types are Red/Blue ... "weird mana" ...)

I just opened a Planar Chaos booster and pulled an Extirpate and a Damnation in the same pack.
Is it me or does the "blue" one look like it has a weird promo card sitting in the front of it? The blurriness of the picture makes it seem like it has no text, or that it's centered on the card.
Also, much more importantly: Does anyone even see a mana cost on any of them?

I don't know what you mean by blurriness or no text.
However, the only mana symbol I can see is a U on the blue one. I don't see any numbers. Maybe it's UUU.
I think the blue one has a cost of U and if that is the case then maybe control is making a comeback in Zendikar. A one mana blue rare? I'm excited already to see what it might be if that is the case.
@ Solmancer: i can't tell, it doesn't appear that there are any, though i think i can distinguish a very slight distortion on the card in the deck box directly facing the viewer... its to low-res to tell....
