The Illusionist was put in because I don't have Vanishing. I know it doesn't trigger, but it's to keep Mr Dreamweaver safe in case people want to do bad things to him
Ruins is a good idea, War Tax as well I indeed need useful manasinks like Mobilization / Sacred Mesa. Will chase them!
Winding Canyons is a card I'm still looking for, I need several for several EDH decks. The Springjack was to make lots of Goats...dunno, to block with or something
I haven't had much issue with Rasputin dying.
I heard that Rasputin is very hard to kill anyway.
Sower is great in here. My build had me with a board of Sower, Crystal Shard, and Proteus Staff.
Bounce sower, play sower, steal guy, staff guy, repeat. Also, if you (momentary) blink sower you can steal two guys.

If you stack its comes into play trigger targeting a creature, and then blink Sower, blink resolves, it comes back, and another trigger is stacked. The second trigger resolves, Sower is in play, it steals a guy. The first trigger resolves, Sower is in play, it steals a guy. Am I wrong?
For some reason it mentions in the Lorwyn faq that if it leaves play before its ability resolves, the ability does nothing, but does that take blink into account?

Yes, because you exile it and return it. It's a completely new creature for the game. That I know very sure. There is no way to steal 2 creatures at the same time with Sower

Good call on Minion Reflector, hadn't thought about that one.
War Tax is an amusing waste of mana.
Quicksilver Amulet doesn't seem like it fits in this deck. Winding Canyons if you want to flash things out, IMO.
Phasing in doesn't trigger 'when this comes into play' abilities, it never did, so the illusionist can be pulled.

You can check my deck for more ideas. The X suspend guys, stuff like mobilization/sacred mesa are also good for all the mana you will be reeling in.

Additionally you should consider the Dovescape + Guile infinite combo
