Here's my take on Lorthos, the Tidemaker EDH! I just made this deck with the few blue cards I had in my collection, so any and all advice would be appreciated!
Octopus Time. :] The list looks mighty good. I urge you though to use some hidden, old-timers like Scrivener and Relearn to re-use old spells is always handy.
Try using Tap-Down dorks to help on your defense too! Flood is a key-card for a Mono-Blue deck! Tricks like Chromeshell Crab , Kira, Great Glass-Spinner and Quicksilver Dragon .
That's really all I got... I'm not to smart on Blue. =/ But I hope the deck turns out nice!

It's good? Sweet, as I said, I just scrounged this deck out of my pre-existing collection. Yeah, I need to get some older cards. Recursive CA like Scrivener and Relearn are definitely going in when I get them. I have Quicksilver and Chromeshell would be a good addition, but I'm not so sure on Kira (my creatures, for the most part, protect themselves/aren't worth protecting). Thanks for the advice! If your running the tap-down master, I would suggest the 8 mana combo of Stasis and Capsize so your opponents never get an untap step! The combo is pretty easy to acquire, especially since you got Planar Portal in the deck. You could also use Mystical Tutor and maybe also Winter Orb if you feel like being a jerk and tapping all your opponents lands before hand. And to top it off, add Gigadrowse and Frozen AEther for more tappy goodness.
I am in the process of putting a Lorthos Deck together and it seems to me that Grappling Hook and Rites of Replication would be amazing with this deck. Giving a Blue Fatty doublestrike and pseudo removal seems good even though it is kind of expensive. And of course 9 Mana for 5 of the biggest guys on the table seems good too. 6 Guiles?
I am more inclined to focus on Kriegpanzer's train of thought and use a lot of bounce and tap. Are there other cards not mentioned that work for this (I took a 13 year break between Revised and Lorwyn, so I am a little in the dark)?
Just for kicks... How about Apprentice Wizard? Helps alot in the mana-pumps, especially with Lorthos out.
I don't know about the bounce for my own stuff... without stacking damage anymore, it seems sort of sub-par. Capsize is amazing for my opponent's stuff, though. I'm going to get a Reminisce eventually, though. As for the second list, yes to most of them except Aboshan. I just really don't like him that much, especially when a lot of my stuff doesn't have flying either.

Meh. I don't know about Grappling Hook, but Rites are already on my list. The issue with Grappling is that blue beaters don't trample, so double strike on a fatty a lot of times is overkill unless it gets through. Better equipment, imo, would be shroud for unsolvability. For bounce and tap... just look around the blue threads, there's good stuff all around.
Also, do you guys think that Lorthos is the best general for this deck (consider a semi-casual, semi-competitive multiplayer setting)? I was thinking most of the good mono blue generals, like Teferi would get really hated.
How is Keiga good at all? Unless you can recur it, it's pretty bad... I don't like Uyo because there are almost no targets, and I don't like Heidar because I don't plan on going snow. Sakashima seems decent, but is he really that much better than Lorthos?

Keiga is pretty good because it hoses general reliant decks. Uyo is amazing in multiplayer games (is this for multiplayer?), Heidar doesn't need you to go snow -- just use a snow island mana base, you can even fit Mouth of Ronom and Scrying Sheets as a mana dump.

No, you're perfectly correct. You can tap down the permanents of multiple players and prevent them from untapping, but you can't prevent every permanent that becomes tapped from untapping. He's not quite Stasis on a stick.
Rings of Brighthearth only copies activated abilities. Lorthos's ability is a triggered ability, so you can't copy it with Rings to tap down 16 permanents.

I looked at your list again and it seems you need ways to protect your creatures. Reason being is because blue cannot bring back creatures easily if they ever hit the grave. Vedalken Mastermind, Temporal Adept, Crystal Shard, Wipe Away, CAPSIZE.
Some big-blue spells that can bounce/tap will help too. Fortunately for the budget player, these aren't all that expensive, for they hardly exceed $2. Distorting Wake, Evacuation, Inundate, Tidespout Tyrant, Aboshan, Cephalid Emporer, Control Magic, Dream Leash, Cephalid Retainer... Much much more. But that's all I can think of for now. ZEN has some neat beef for blue, like the Rites of Replication.

Sakashima, the Impostor is always a good choice, Keiga is better but draws some hate, Uyo, Silent Prophet is fun and Heidar, Rimewind Master can be pretty good with a snowy landbase.

might as well add in basalt monoluth aswell because it can drop your general 3 turns earlyer or combo for infinate with the rings....
