Default Imperial Seal

So any idea why a card like Imperial Seal is not restricted / banned list in legacy but a card like Vampiric Tutor is?

Puzzling....

I think you miss read... click on the link from magiccards.info and...

Restricted in Vintage, MTGO Classic
Banned in Legacy, Extended, Standard

Also Imperial Seal is strictly worse than Vampiric Tutor, but both are banned in Legacy and restricted in Vintage, as mentioned.

Vampiric is instant speed, which means you can use it on your upkeep before the draw phase. Imperial on the other hand is a sorcery.

My apologies. I couldnt decide if it was a general or rules topic since the original question was about the question of the legality of a card in a particular format.
