It's understandable blue control players would be shocked and in denial at the notion of this card, since their decks have been dominating multiple formats for an eternity yet they've curiously never once had to deal with any counter-hosers that weren't ineffectual, narrow CRAP.
Both Spreading Seas and Wind Zendikon apply on the 4th layer. Whichever is applied last is correct; if Spreading Seas was cast first and Wind Zendikon second the card in question would be a 2/2 Basic Creature Land - Island with Flying, but if Wind Zendikon was cast first and Spreading Seas was cast second then the resultant card would simply be a Basic Land - Island.

It's pretty specific. It says the enchanted land is an Island. An Island is a specific card that is not a creature.
Spreading Seas doesn't just change your subtype. If it did, you'd have swamps with Spreading Seas that read:
Swamp
Basic Land - Island
Tap: Add B to your mana pool.
Spreading Seas changes your entire card to be an Island. That's it's schtick. And Islands can't swing.

10/1/2009 The enchanted land loses its existing land types and any abilities printed on it. It now has the land type Island and has the ability to tap to add {U} to its controller's mana pool. Spreading Seas doesn't change the enchanted land's name or whether it's legendary, basic, or snow.

As it is that Basic Goblin Creature doesn't exist, so the term "Goblin" can only mean one thing. "Island", however, still means multiple things, so turning something into an Island could mean any of those multiple things within the rules.
But the card doesn't say "Enchanted land becomes a basic Island", nor does it say it loses any of its other types. It just says it becomes an Island.
From what I can gather card name is meaningless UNLESS something else makes it meaningful. What is pertinent is the card types. In the case of a swamp enchanted with spreading seas. It IS:
Swamp
Land - Island
tap - Get a U mana.
Any card that is looking for a swamp, will not see this because it isn't looking for a card named Swamp. Any card looking for an island will see this because it is looking for a card type island.
So in the case of a Swamp enchanted with both the Zendikon and the Spreading seas you get:
It's not so much poor wording as ambiguity in the fact that Island is both the name of a card and a subtype of land. Effects which turn something into an Island always change the subtype only unless they specify otherwise - Spreading Seas works exactly like all other effects of this type in the game.
