The ancient man known as Ra’s al Ghul had lost his greatest enemy to the clutches of death. Where others would be happy to finally rid themselves of their biggest obstacle, Ra’s understood that he had lost the only person on the planet who could challenge him. He took The Demon out of Gotham City back East and become more and more despondent. Was no one alive that could challenge him?
From his stronghold Ra’s al Ghul watched the super powered Civil War and the Skrull invasion with disinterest. In the aftermath, however, something piqued his interest. Norman Osborn. He discredited his rival, Ironman, and was able to wrestle power away from all of his enemies and make himself into a public hero in the process.
Even though this man seemed to be the inverse of what Batman had been, Ra’s saw a chance for him to again test his strategic might. He tested Osborn’s resources by sending some of his League of Assassins to the US. The team was never heard from again.
Ra’s sharpened his sword in the jet to New York. He could easily infiltrate Osborn’s base and was confident that he would accept his personal challenge. He smiled to himself realizing that he might have at last found an equal.
For whatever reason, everyone underestimates Ra's al Ghul. He's basically an immortal, and the fact that he's been around so long leads me to believe he can take on some chump like GG. Hell, I have difficulty seeing even the team he sent in there to deal with GG in the first place having much trouble with him.
Osborn is a chump. I think he's got some fairly mild super-strength on his side, and a decent strategical mind, but he's not particularly brilliant, and he's also bat☺☺☺☺ crazy. Ra's just seems to have the upper hand in basically every way.

Ra's is the superior villain here, he has the strategic mind and tools at his disposal to make Osborn look like a chump. Not to mention Osborn's obvious weakness, his own mind.
