Kaho seems like a very underrated general with lots of potential for abuse, so I knocked up a list, and after a few tweaks, I must say that I am quite pleased with the results. I consider it an exercise in "spikeyness" (boo!).
The deck has been engineered to play relatively defensively, with a sizeable amount of counterspells and other "answer" cards, all of them tutorable through Kaho (although you may need to chain tutors). Wins are usually sudden and explosive, so if casting your entire deck all at once if your cup of java, this is the deck for you! I have also discovered that it pays to be opportunistic with this deck, so if there's a chance to knock out a player or three, you really should take it before you're overrun/otherwise obliterated.
Aggro and the Eldrazi titans pose a problem, though, although thankfully it's very possible to combo out over the top of an Eldrazi trigger, capping the combo off with a Vision Skeins or other forced draw effect to finish them off. Sadly, aggro decks are not as easily answered, although a timely Evacuate can halt the impending avalanche of critters long enough to set up a more permanent answer (preferably the removal of the offending player). For a more amusing win, Reins of Power away their hoard and clobber them over the head with it.
I've just noticed Knowledge Exploitation is absent, which it probably shouldn't be considering it's an incredibly versatile card in addition to being amazing (and risky!) alongside Eye of the Storm.
The deck runs numerous combos, both infinite and otherwise, as well as about twelve million ways to tutor them. The main ones are as follows:
Eye of the Storm + Spellshift + An instant/sorcery = Cast every instant and sorcery card in your library. Multiple times. For free.
Palinchron + High Tide = Infinite mana. Follow up with a Stroke of Genius to knock somebody out of the game or draw an arbitrary large amount of cards.
Is Phyrexian Tower actually legal in this deck? It has black mana symbols, besides that I'm not seeing what it does for you with how few creatures you have.

Phyrexian Tower is Commander legal, Commander being the MtGO EDH knockoff. It's rules only cares about converted mana cost, meaning Bojuka Bog goes in eeeeeeverything. I probably should have mentioned that this deck is for Magic Online. Other than that, it facilitates a Kaho reset, as well as being synergistic with Reins of Power and friends to permanently remove a critter from the battlefield, something blue has trouble doing.
Thousand-Year Elixir is a great card! Finding room for it now. Any suggestions on what to take out for it?
Also, are there any other ways besides Long-Term Plans for blue to tutor for enchantments? There's Noble Benefactor, but I fear it may help my opponents more than it helps me.
