Basically, I was trading around cards and someone mentioned they wanted X card that I had. Now I've never played Commander, and only have 2 other legendaries, niether of which is a creature. As I was looking through his collection I spotted a card I'd never seen before (I only started playing a couple years back), which was Zur. I instantly thought of Commander because it was 3 colors, and this guy looked Johnnylicious on top of that. I instantly traded off my card, and started to work on my first Commander deck.
Actually, if you were to show up with a random group of players with Zur the Enchanter as you general, you would probably be an immediate target. Zur, if built with the best cards, is one of the most broken generals ever. Granted, yours isn't, but without an explanation, that is what would likely happen.
Now, on to the deck itself.
Serra Ascendant: Good card, and if they care that much, then they'll just say it gets pumped at 60 life instead of 30.
Telepathy will make you a target, most likely. No one likes playing with their hands revealed.
Spreading Seas really doesn't do much in EDH. If you want something that cantrips, Wall of Omens would be better in that regard.
I would cut Terra Eternal, cause it really is a bad card, but it would be hilarious if you ran into someone who likes to recur wasteland over and over or Sundering Titan with this in play.
Also, since you don't have the utterly broken version, I would suggest some more creatures. Somewhere around 20, maybe. This could vary.
It also isn't super expensive, so you could probably run a few less lands and still be okay. Speaking of lands, Reliquary Tower is always good in an EDH deck. If possible, find some mana fixing. The signets from ravnica work and there are a lot of duel lands that are cheap. The uncommon Zen ones come to mind.
You know the card is good when 1/3 of the people say its underpowered, 1/3 say its just right, and the other 1/3 say its overpowered.

FYI - Enchantresses and Sigil don't work with Zur's ability.
Well duh. I am a bit of a rule Nazi.
Those are in there because I'm inevitably going to cast alot of my enchantments without Zur. It helps if the deck isn't entirely dead in the water without it''s general.

What I like to do is get the Empyrial Armor on Zur and then the next turn Sunder ftw. Hall of the Bandit Lord should be all attacking general decks.
I find that Ghostly Prison and Propaganda don't work long term in EDH. There's so much mana avalible and because of the vast amount of removal people are usually only swinging with 1 -2 creatures. So, what I'm saying is Ghostly Prison and Propaganda are a minor inconvience.

If I may point out you can't run the Obelisk of Alara in a Zur Deck because of those pesky R and G symbols. Skip the Mantle of Leadership and get yourself a Diplomatic Immunity. it should be the first card a Zur deck should search for. The Khalini Gem is a bit of a waste of a slot. A Coalition Relic or Darksteel Ingot will serve you a lot better. The Mind's Eye is not something I considered in my Zur deck. And if your looking for card drawing Tidings is an okay card.
