Perhaps this is not the correct place to ask this, but as it's the "New Cards" section and there doesn't appear to be a better place, here goes nothing
Anyway, I'm wondering how the Judge Gift / Promo program works? Are the cards given on a case-by-case basis, i.e. if judges show up to an event they get certain cards? Or is it similar to the MPR program, where the judges were simply rewarded for their efforts locally but didn't actually have to be at a specific event to receive?
Do you know what magnitude of events a judge needs to be at to get the cards? Are they usually the large international events (i.e. the French GP), or do the local GP qualifiers give them away also?
When you Judge a Pro Tour or Grand Prix you are paid in foil judge promos. It's basically volunteer work but you get some fancy foils that are sometimes worth something.
Sometimes they also pay for your travel or lodging (or both) but you have to apply for "sponsorship" to get that.

I got a pack of judge foils for judging the Starcitygames.com open in Nashville last year, so it can be pretty much any big event as long as the foils were provided to the organizer.

Jace bounce was a -1. He could do it 3 times before he would die. Liliana can only do it once before having to do her +1. Overall very disappointed with her unless we get Madness.
Crap, you're right, she's not as good as one of the single most overpowered cards ever printed. Unplayable!
Usually judging at nationals or higher (GP, PT, Worlds) will get you judge promos, and they vary by event, but each card is kept in circulation for a substantial period of time.

Makes it fair for TOs. If SCG gets to give their judges foils, what about TCGPlayer? What about ChannelFireball? Eventually any TO that's running big events wants them, and they stop being special.
Limiting them to PTs and GPs makes them special and worthwhile, and is fair to tournament organizers.
