I have a modified Urza's Glasses that look like goggles, have their name mocked up to be "Ze Goggles" and have T: Do Nothing that I like to play at my casual FNMs in the area (We go by the t1 restricted list, and we all stink).
Is this against a rule of some kind? Furthermore, would "Ze Goggles" play as if they were urza's glasses?
This is one of those tricky questions like, "Are these card sleeves ok for this event?" Some TOs/Judges allow modified cards, but often they require that at least the art or the name be completely unmodified. It's best to just check with the Judge or TO before the tournament starts. Of course, if you're playing with Glasses of Urza in a casual format (i.e. not a tournament), and no one really cares, you can do anything you want to your cards. I've seen some pretty sweet art modifications over the years (and I like yours, too - very funny).
So it boils down to check with the people you're playing with first. And if it's not a tournament, you can't get DQ'd. Here's some great examples of modified cards that would probably be fine in most tournaments.

that's not what the question is. the question is whether or not modified cards are allowed in tornaments.
and the answer is yes, to an extent. you're only allowed to modify the card to an extent that the art is still regonizible, for the sake of foreign players (and many non-forgeign players for that matter) who sometimes identify cards and what they do by their art.
Signatures and artistic modifications are fine. However, a card must still be recognizible by its artwork, and there can't be anything like stickers on the card, since they change the pliability and cause the card to be marked.
BTW, those modified Edicts are the best things ever.

The autocard isn't working, but I'm quite sure that URzas Glasses is a card from Unglued.
If so, you'd get disqualified because you used an illegal card, because no Un-cards except the basic lands in Unhinged are legal in any format (except maybe a future Magic Invitational event..... OMG, what if they do that this year?!?!?!?!?)
If Urzas Glasses is the weird card that allows you to peep at player's hands, then... well, follow the guidelines above. The most important thing is that the NAME can be determined, and that the card is not marked, and that there is appropriate info that indicates the card is an officially recognized print (which includes collector's info, black or white border, etc.)
It's like the special edition Mana Leaks and Hinders with all art and no text, but the name is enough.

As for the question, I've seen a lot of modifications, and as long as you can make out the name and picture, it should be fine. Text is good, but you're usually ok even if it's covered as long as you can verify what it does or everyone already knows.
Do you have those modified edicts? Are they real or Photoshopped? I will seriously trade for those if they are real. That is. freaking. awesome. Anyway, card modification, in casual, shouldn't be a problem. Just as long as people still know what it is and what it does.

First off, the real card is Glasses of Urza, and I think your thinking of Urza's Contact Lenses as the unglued card.
