No. Phyrexian Metamorph, as you mention, does not target anything. It has a replacement effect that allows you to choose another creature on the battlefield for it to copy as it enters the battlefield. Making a choice is not the same as targeting.
Nothing can target without using the word 'target.' (The word target may only appear in the rules text for a keyword ability, such as Equip)
