This is my third EDH deck I just recently created. I have only played it once, so it's in it's very infant stages of development. The WU combination is new to me, and have little to no experience playing those colours (alone, or together). So bear with me...
This deck idea started out as a Grand Arbiter Augustin IV deck. I was just going to load it with flying creatures, and run some bounce (since I felt the whole taxation of opponent spells would paint a target on my head...). One of the flyers I chose was Isperia the Inscrutable, and after a few weeks I re-read Isperia's ability and thought "Why am I not making this my general?!"...since I'm already doing the flyer/bounce theme. It just made sense to me.
The deck is fairly basic I think...As mentioned before, it's a new deck, so I cannot identify any weaknesses on a first-glance basis...However though, cards I am on-the-fence about are the one-time use cards (Jace's Ingenuity, Mind Spring, Preordain), and if it's worth running Condemn since I have Hinder in there (my thoughts being that it might be a little "overkill").
I agree with the Loyal Sentry -> Wall of Denial suggestion. The reason for the Sentry was just an answer for threats. And the only advantage Sentry has over the Wall is that it can remove a large creature that would normally kill the Wall. However, yeah...the Wall can be fetched by Isperia, which is a plus as well.
Man, I hate suggesting cuts unless it's a real obvious. Additions and direct upgrades are easy, cuts always make me cringe.
Speaking of direct upgrades, you might consider Phyrexian Metamorph over Clone. It's got a couple improvements (phyrex mana and artifact copy), the only drawback being dying to artifact hate. It can come out on turn two copying your turn one Sol Ring giving you 7 mana available on turn 3 (pretty darn sweet).
So anyway, back to Stormtide...
Personal prefs figuring into it, I'm not a fan of Time Reversal or Dissipation Field. On the creature side, I think Stormtide is much better than either Battlegrace or Angelic Arbiter.
Eh, I dunno about this one. It might be better to just run a few bounce spells instead so that you can not only know what's in someone's hand, you can have an impact on the state of the board as well. Peek-effects are on the same level as the afforementioned Preordain. Try a Riftwing Cloudskate instead.

You're probably right...I usually don't make cuts without testing the card that's on the block first...I haven't seen either two creatures yet...so I'd still like to keep them around for testing purposes at least.
I never was a fan of Time Reversal either, and just threw it in since I had one....So I've cut it and replaced it with Stormtide Leviathan
I will definitely have to get a Phyrexian Metamorph. Having the same effect with the addition of copying an artifact is a plus...and I can bounce my own stuff with my spells if I ever wanted to change from an artifact -> creature (or vice-versa)...
I'm not too much of a fan of the "one-off" spells (as I've mentioned before), so a Gitaxian Probe might not be of much use... I really want to try my hand at a Reality Strobe. But I'm not sure about it yet...
Path to Exile is to good not to run in white. One mana, kill their biggist threat, and some decks don't run very many basics. I would suggest cutting Condemn unless your heart set on the tuck effect. Azorius signet is great as well as Sky diamond, and Marble Diamond. Ramping from 2 to three mana is really good and they can help mana fix for WWW and UUU.
Ponder is just lackluster, and there are much better things from 1-3 mana. Rhystic Studyis house, and will win the game all on its own if not answered. Also Brainstorm is worth including as a cantrip, and defense against hand disruption.
Legacy's Allure is strong vs Kaalia and other low power generals. Dissipation Field is very lackluster as the creature needs to do damage for the abbility to trigger. Collective Restraint is a blue staple that could easily replace it.
Day of the Dragons would fit nicely in your deck as, it produces mass flying tokens, and re-triggers any ETB abilities.
Vedalkan Orrery is a must for any deck, just think of the combo possibilities. I would cut worn power stone, or Swap it for Thran Dynamo

Karmic Guide is a definite consideration.
I think Gilded Drake is nearly a must. He's such a beast.
I'm not seeing any use for Loyal Sentry other than defense, in which case, Wall of Denial seems a lot better.
Not a fan of Preordain in edh. Maybe Blue Sun's Zenith?

Other suggestions: Vendilion Clique (bounce general, bottom it, peek at hand), Riptide Laboratory (V-Clique = Wizard), Kira, Great Glass Spinner.

Sphinx of Magosi should be Arcanis the Omnipotent.
I would suggest cutting Kabira Crossroads for a fetch or a utility land (Prahv, Spires of Order) as a small amount of life gain is not worth ETB tapped.
